HomeMy WebLinkAboutResolutions - No. 2002-222RESOLUTION NO. 2002-222 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING FINANCIAL SUPPORT FOR THE SAN JOAQUIN COUNTY'S RECYCLING MARKET DEVELOPMENT ZONE WHEREAS, in 1995, San Joaquin County was designated as one of forty Recycling Market Development Zones in California; and WHEREAS, the zone includes San Joaquin County as the lead agency for the cities of Stockton, Tracy, Lodi, Manteca, Lathrop, Ripon, and Escalon; and WHEREAS, the Recycling Market Development Zone program provides incentives to stimulate development of post -consumer and secondary materials markets; and WHEREAS, the San Joaquin Recycling Market Development Zone is dedicated to establishing, sustaining, and expanding recycling -based manufacturing businesses, which is essential for market development, and to assist local jurisdictions in meeting the established landfill reduction and AB939 goals; and WHEREAS, a Recycling Market Development Zone administrator is necessary to facilitate local and regional planning, coordination, support of existing recycling -based manufacturing businesses, as well as attract private -sector recycling business investments to the region; and WHEREAS, the Greater Stockton Chamber of Commerce has indicated a willingness to administer the Recycling Market Development Zone Program through its Business Advocacy and Program Development Division on behalf of all the cities in the county, providing the projected annual program costs of $15,000.00 are provided by the jurisdictions receiving benefits; and WHEREAS, the Memorandum of Understanding will contain language to ensure all cities participating will receive the benefits of the Recycling Market Development Zone administrator and that all cities will be represented equally and fairly; and WHEREAS, the County Integrated Waste Management Task Force members have approved the concept of paying for the services of a Recycling Market Development Zone coordinator and calculating those costs by the percentage of total population of all participating jurisdictions; and WHEREAS, the City of Lodi's share of the cost will be approximately $1,533.00 per year. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve providing financial support for the Recycling Market Development Zone in the approximate amount of $1,533.00 per year.
