A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LODI,
CALIFORNIA, ACCEPTING CERTIFICATE OF SUFFICIENCY OF
PETITION FOR THE REFERENDUM AGAINST ORDINANCE 1713
WHICH APPROVED AND ADOPTED THE REDEVELOPMENT
PLAN FOR LODI REDEVELOPMENT PROJECT NO. 1
WHEREAS, the Lodi City Council, on July 3, 2002, adopted Ordinance 1713
approving and adopting the Redevelopment Plan for Lodi Redevelopment Project No. 1;
and
WHEREAS, on August 1, 2002 the City Clerk's Office received a referendum
petition in protest of the City Council's adoption of Ordinance 1713; and
WHEREAS, said petition must contain 2,593 valid signatures, which is 10% of
the voters in the City of Lodi as last officially reported by the county elections office to
the Secretary of State (25,927); and
WHEREAS, the San Joaquin County Registrar of Voters has conducted an
examination of the petition and determined it to be sufficient. In accordance with
Elections Code §9114, the City Clerk hereby certifies the results of the examination to
the City Council as set forth in the attached Certificate of Sufficiency of Petition (Exhibit A).
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
accepts the Certificate of Sufficiency for the referendum petition against Ordinance 1713
which approved and adopted the Redevelopment Plan for Lodi Redevelopment Project
No. 1.

I hereby certify that Resolution No. 2002-187 was passed and adopted by the City
Council of the City of Lodi in a regular meeting held September 4, 2002 by the following
vote:

NOES: COUNCIL MEMBERS - None
ABSENT: COUNCIL MEMBERS — None

ACERTIFICATE OF SUFFICIENCY [EXHIBIT
OF PETITION
I, Susan J. Blackston, City Clerk of the City of Lodi, California, do hereby
certify the following:
The petition for the Referendum Against Ordinance 1713, An Ordinance of
the City Council of the City of Lodi Approving and Adopting the Redevelopment
Plan for the Lodi Redevelopment Project No. 1, was filed in my office on
August 1, 2002. The petition was forwarded to the San Joaquin County Registrar
of Voters, where the petition signatures were verified (based upon a full check)
pursuant to California Elections Code Section 9114.

The number of registered voters in the City of Lodi, as reported to the
Secretary of State on February 19, 2002 is 25,927.
The results of the examination by the Reg,strar of Voters were as follows:
1. Number of signatures filed: 4,841
2. Number of signatures verified: 4,841
3. Number of signatures found sufficient: 3,594
The number of valid signatures is more than the 2,593 required signatures
to qualify the petition. Therefore, I certify the petition for the Referendum Against
Ordinance 1713 as sufficient.
