HomeMy WebLinkAboutAgenda Report - January 20, 1999 E-09AGENDA TITLE: Lodi Residential Energy Efficient Refrigerator Rebate Program MEETING DATE: January 20, 1999 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council approve the establishment of the Lodi Residential Energy Efficient Refrigerator Rebate Program, a component of the Public Benefits Program administered by the City of Lodi Electric Utility Department, and approve a maximum of $75,000.00 for the program. BACKGROUND INFORMATION: In November of 1998, the Electric Utility Department presented to the City Council an overview of the proposed Public Benefits Program (PBP), and suggested expenditure of PBP funds from late 1998 through 2001. As indicated in the Council Communication for the aforementioned presentation, several components were being developed that would ultimately comprise the Public Benefits Program. In addition, the Electric Utility Department has recommended that the PBP be segmented into four major components, or candidate project expenditures by class: 1) Commercial/Industrial; 2) Residential; 3) Community; and 4) Municipal. This $75,000.00 funding request would establish the Lodi Residential Energy Efficient Refrigerator Rebate Program, one of several Public Benefits Program efforts designed for the 19,000 plus residential electric customers of Lodi. Specifically, $70,000.00 would be earmarked for actual rebates to residential customers who purchase an energy efficient refrigerator from one of the seven participating Lodi businesses (all of whom sell energy efficient refrigerators). The total rebate will be $100.00 per qualified residential customer, and the recommended rebate program, subject to availability of funds, will run from February 15, 1999 to June 15, 1999. The participating businesses include: Anderson Maytag, Ben's Appliance; F1LCO of Lodi, Hedig-Meyers of Lodi; Kundert & Bauer, Les's Appliance, and Reo's Appliance. Each participating business will be provided sales voucher forms, that must be signed and returned to the Electric Utility Department for processing and monthly reimbursement from the City of Lodi. (Draft example attached). In addition, $5,000.00 will be earmarked for used refrigerator disposal fees, which are incurred by the above listed appliance retailers. Residents will be required to allow the dealer to remove and dispose of the refrigerator being replaced. APPROVED: H. Dixon lynn -- City M nager Electric Utility Department staff members Sondra Huff, Electric Utility Management Administrator, Rob Lechner, Manager of Customer Programs, and Jack Stone, Manager of Business Planning & Marketing will jointly administer this new program. Specifically, Ms. Huff will coordinate communications with the residential customers, marketing of the program and rebates to the vendors, while Mr. Lechner will interface with the seven appliance vendors, and Mr. Stone will serve as budget coordinator for the program. After consulting with neighboring municipal electric utilities with like programs, the City of Lodi Electric Utility Department recommends establishment of said program, and recommends approval of this funding request as a qualifying component under the Public Benefits Program.
