A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING USE OF ASSET SEIZURE FUNDS TO
PURCHASE SURVEILLANCE RECEIVER/
RECORDER SYSTEM
WHEREAS, the Special Investigations Unit conducts undercover operations involving
undercover officers posing as prostitutes, massage parlor patrons, and park dwellers, as well
as utilizes informants to purchase narcotics; and
WHEREAS, a surveillance system is utilized in all undercover operations; and
WHEREAS, the surveillance system records what transpires, ensures that other officers
can monitor the decoy officer or informant's situation, and be able to respond to any immediate
danger; and
WHEREAS, the current surveillance system was purchased over eleven years ago and
has deteriorated to a point where it prevents certain undercover operations due to concerns for
officer safety; and
WHEREAS, staff recommends the purchase of The Law Enforcement Associates
surveillance receiver and transmitters using Asset Seizure funds, as they are compatible with
the rest of the Special Investigations Unit equipment, are programmable, and have high power
outputs and extended audio ranges.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the purchase of surveillance receiver/recorder system utilizing $5,750.00 from Asset Seizure
funds.
