HomeMy WebLinkAboutResolutions - No. 2003-31RESOLUTION NO. 2003-31 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE SUBMITTAL OF A BATTERY BACKUP SYSTEM (BBS) GRANT APPLICATION TO THE CALIFORNIA ENERGY COMMISSION; AND ACCEPTANCE OF A BBS GRANT AWARD RELATING TO THE PURCHASE AND INSTALLATION OF UNINTERRUPTIBLE POWER SUPPLY SYSTEM FOR TRAFFIC SIGNALS; AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTATION WHEREAS, in the spring of 2001, the City of Lodi investigated the possibility of installing battery backup systems in numerous traffic signals throughout the community. The research and investigation was a direct response to the California energy crisis and the potential for rolling energy blackouts in Lodi. In the event of a rolling blackout, traffic signals in Lodi that had been retrofitted with a battery back up system would continue to operate, thus reducing the impact on motorists and pedestrians in those given intersections. Based upon traffic flow and traffic volume, it was determined that 19 traffic signal intersections around Lodi would be the first such intersections to be retrofitted with a BBS; and WHEREAS, having received City Council approval in April of 2001, the identified 19 intersections were retrofitted by June of 2001 with the BBS and related materials; and WHEREAS, in late 2001, the California Energy Commission invited interested electric utility representatives and other local municipal officials to serve on a task force to recommend how state -approved grant dollars would be allocated to communities that had installed BBS in traffic signal intersections; and WHEREAS, once the eligibility criteria were established, communities throughout the state were able to submit an application packet for a designated rebate amount. The City of Lodi has submitted its application, and pending approval of this resolution, will be awarded a grant in the amount of $21,733; and WHEREAS, staff recommends that the City Council approve the acceptance of the BBS grant award relating to the purchase and installation of uninterruptible power supply systems for 19 traffic signal intersections, and further recommends authorizing the City Manager to execute all of the necessary documents to implement and carry out the purpose of this resolution to successfully complete the BBS installations on behalf of the City of Lodi. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept the BBS grant award relating to the purchase and installation of uninterruptible power supply systems for 19 traffic signal intersections; and BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute all necessary documents to implement and carry out the purpose of this resolution to successfully complete the BBS installations on behalf of the City of Lodi.
