AGENDA TITLE: Award Contract for Granular Activated Carbon Filter Systems for Wells No. 18 and 20 ($731,760)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above
project to Rutherford and Smith, of Sacramento, in the amount of $731,755, and appropriate
funds in accordance with the recommendation shown below.
BACKGROUND INFORMATION: As part of the City of Lodi's DBCP litigation settlement, money was received to pay for
the design and construction of Granular Activated Carbon (GAC) Filters at water well
sites 18 and 20. Well 18 is located at the intersection of Church Street and
Century Boulevard. Well 20's address is 2126 West Kettleman Lane. The settlement
agreement also stated that the City must install GAC filters at water well sites 18 and 20 before the City would receive any
further funding for GAC filters at other water well sites. The GAC vessels will be a "low profile" design similar to the vessels
at Well 16 (Beckman Park).
Plans and specifications for this project were approved on December 18, 1996, when Council approved the hiring of Brown
and Caldwell to prepare the plans and specifications. The City received the following eleven bids for this project:

RESOLUTION NO. 99-04
A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
CONTRACT FOR GRANULAR ACTIVATED CARBON (GAC) FILTER
SYSTEMS FOR WELLS NO. 18 AND 20, AND APPROPRIATING
FUNDS TO COVER THE PROJECT
WHEREAS, in answer to notice duly published in accordance with law and the order of this
City Council, sealed bids were received and publicly opened on December 9, 1998 at 11:00 a.m.
for the Granular Activated Carbon (GAC) Filter Systems for Wells No. 18 and 20 described in the
specifications therefore approved by the City Council on December 18, 1996; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the bid for the Granular Activated
Carbon (GAC) Filter Systems for Wells No. 18 and 20 be made to the low bidder, Rutherford &
Smith of Sacramento, CA.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the bid
for the Granular Activated Carbon (GAC) Filter Systems for Wells No. 18 and 20 be and the same
is hereby awarded to Rutherford & Smith of Sacramento, CA, the low bidder, in the amount of
$731,755.00; and
BE IT FURTHER RESOLVED that $850,000.00 be appropriated from the DBCP Litigation
Settlement.
