HomeMy WebLinkAboutResolutions - No. 80-650 RESOLUTION NO. 80-65 RESOLUTION SUPPORTING THE IMPROVEMENT OF STATE ROUTE 12 FROM 1.0 MILES WEST OF RAY ROAD TO HAM LANE WHEREAS, the improvement of State Route 12 has been approved and placed on the State and Regional Transportation Improvement Program and at one time scheduled for bid advertisement; and WHEREAS, it is an important and vital transportation project, benefiting agriculture, commercial, recreation, the mil- itary, and medical services within San Joaquin, Solano and Contra Costa Counties and their surrounding areas; and WHEREAS, the existing 20 to 22 foot pavement width is extremely substandard based on the existing design standards of the State of California and the Federal Highway Administration, both of which require a minimum paved section of 40 feet providing for two 12 -foot travel ways and two 8 -foot shoulders; and WHEREAS, the improvement of State Route 12 is most vital to the agricultural and commercial industries of Northern California, as a major east -west connector for truck traffic delivering goods and services between the Port of Stockton, major railroads, the Bay Area, and other major corridors of the Western United States, and the upgrading of Highway 12 will provide for more efficient and safer movement of commerce on this heavily travelled way, where the truck volume traffic of 13% is considerably higher than the state-wide average of 5% to 60; and WHEREAS, the improvement of State Route 12 is one of the major routes for emergency vehicles to two major hospitals, Lodi Community Hospital and Lodi Memorial Hospital, which serve the Terminous -Delta area and communities located along Highway 5 from Thornton to North Stockton, and the proposed improvements would greatly reduce safety hazards related to high speed emergency trans- portation along this State route; and WHEREAS, improvement of State Route 12 would enhance the recreational opportunities and improve the safe movement of recreational traffic to the Mother Lode, Lake Tahoe region, Reno and Sierra ski areas of Northern California, the North Bay Area, Delta fishing and boating facilities, and the Napa - Sonoma -Medoc ino wine areas; and WHEREAS, for the local community, this highway serves the newly constructed Tokay High School and a number of major new commercial shopping areas serving the entire North Stockton area and provides the only major connector from I-5 to Lodi; and ON WHEREAS, the existing vertical alignment creates serious rideability and sight distance hazards at the Western Pacific Railroad and Woodbridge Irrigation District Canal crossings; and WHEREAS, the lack of pavement width does not provide for adequate left -turn storage for the existing County road crossings, adequate safe movement in and out of private driveways, adequate recovery area in the event of emergency maneuvers and adequate safe movement of bicycle traffic, which is ever increasing; and WHEREAS, the existing Highway 12 now requires a high amount of maintenance and has one of the highest records for main- tenance of all State highways in District 10 and major reconstruction maintenance will be required if the requested improvements are not made; and WHEREAS, State Route 12 improvements will, in general, provide for a safer and more effective movement of all types of vehicular traffic, will reduce accidents and will provide for the continued use of this vital highway for the benefit of the public for many years in the future. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi urges the California Department of Transportation to allocate necessary highway funds to improve State Route 12 and to advertise for its construction as soon as possible. BE IT FURTHER RESOLVED, that copies of this resolution be forwarded to Governor Edmund G. Brown, Jr.; the State of Cali- fornia Highway Commission; Senator John Garamendi; Assemblyman Norman Waters; Andriana Gianturco, Director of the California Depart- ment of Transportaton; District 10 of the California Department of Transportation; San Joaquin Council of Governments; the Highway 12 Committee; and the Lodi District Chamber of Commerce.
