MEETING DATE: November 18, 1998
PREPARED BY: Parks and Recreation Director
RECOMMENDED ACTION: That the City Council name the park in the Bridgetown Subdivision.
BACKGROUND INFORMATION: During the months of July and August 1998, the Parks and
Recreation Department solicited suggested names for the park in
the Bridgetown Subdivision. The Department received 63 various
names.
At the September 1, 1998 Parks and Recreation Commission meeting, Commission reviewed the 63
suggested names and voted to tabulate the top ten choices of each Commissioner and to bring the five
highest-ranking choices back for review. At their October 6t' meeting, the Commission voted 3-2 to
forward their five highest-ranking choices to City Council for final selection. Those names are as follows:
James Culbertson Park
Bozant "Bo" Katzakian Park
Elvera Melby Park
James Pinkerton Park
Ben Schaffer Park
Attached is supporting material the Department received on each of the above listed names.

Sunday in the Evergreen Care
Center in Tulsa, Okla. He was 92.
Mr. Fields was the leader of the
"Territory Big Band during the'30s
and '40s. The band was "discov-

Mr. Blakeslee joined the AP in
1939 and took over the science
desk in New York when his father
died in 1052. He formally received
the title of science editor in 1969,
to coordinate an expanded science
staff.
He brought a bachelor of arts'
degree from Columbia University
and general reporting and editing
experience to the science beat,
where his first major assignment
was as AP's correspondent with
the 41h -month Antarctic expedi-
tion of Admiral Richard E. Byrd in
1946.
About this time, he began pro-
ducing a weekly March of Science
column for Sunday newspapers.
The column received a George
Polk Memorial Award in 1951.
"Your Heart has Nine Lives," a
book written in collaboration with
Dr. Jeremiah B. Stamler in 1963,
was widely circulated in serial
form by AP and was awarded one
of the three prestigious Lasker
prizes Mr. Blakeslee received dur.

He also was a two-time recipi-
ent, in 1963 and '64, of the Ameri-

park in his name. I am hoping that the following list of his
involvement will convince you that Bo has done much to make LODI
what it is today --THE BEST

This letber is to the comrnftnwe charged with the naming of the new City Park, on behalf of the
current Pastoral Staff and Directors of Bethel Open Bible Churdr.
The history of this church Corgi egation Is deeply roo> ed in the Nshxy of the M of l.+odl. This
church has provided many people who have served this cornmu r ty as employees, deparUnmt
heads, and City Council n snbm as well as, in the Mayors Am
Bozant Katzaidan is one of the kdtviduals the have truly r+epresenGad this community Ike no
caber. You have remved an aftnsive list of his community efforts and participation in all
aspects of community service, as well as his outstanding leadership abilitles that have been
utilized expensively. Hovdever, there Is another aspect of his life that is not weU knonn in this
wmmunity, that of faithful support and attendance as a number of Bethel Open Bible Church.
"Bo" helped facilitate the transaction that resulted in the aurrent location of the Lod News
Sentinel, which was the former location of Bethel Open Bible Church. His negotiations enabled
us to purchase our current location at 760 S. Ham Lane. He helped us subdivide and market
surrounding parcels of ground that cleared all Indebtedness of this &An". Bo has served this
church In the leadership of fundraising. He has faithfully supported this church with not only his
faithful presence, but also his personal gifts and financial support.
Mr. Katzakian has a deep personal faft in the Lori. He actively visits shut In nufters, people
who are in the hospital and in rest homes. Even though Mr. Kattaklan has a very active life, he
stili attends this church regularly and assists us In the courting, recording and depositing or all
our funds. He has also astisisbed us In providing finances to help other members In the
congregation.
I am writing this letter because the spiritual interests and commatrnents of public servants are
often overlooked. In this particular rase, I feel dot the naming of a park should honor someone
who is truly deserves it. Someone who has provided a role model for the generations that fallow.
A person whose name commends respect and honor. I can tthkhk of no person who Is more
deserving of this honor then Bozant Katrakian. I trust that your committee will add wiedpe this
outstanding community minded servant and role model by naming this new park after him.

Elvera was a long-time educator with Lodi Unified School District,
including Vice Principal and Women's Athletic Director of Lodi High.
She served on the Lodi Parks and Recreation Commission for more
than twenty years, was a part of the National Parks and Recrea-
tion Association as well as the California Parks and Recreation
Society where she received awards for excellence by a commissioner.
Elvera was a part of the original Lodi and Parks and Recreation
staff when the department was in its early years. She is credited
with starting "Ye Olde Hangout," an outstanding teen program.
Additionally, Elvera has served on numerous community committees
(currently the "Year 2000") including the original Lodi Sports
Foundation Board of Directors. It has been my pleasure to work
for Elvera at Lodi High as well as with her on the Recreation
Commission. This fine lady is well deserving of this honor.

- In 1975 her interest in the Physical Education
Program, and the advent of Title IX prompted her to
take the initiation for the development and
implementation of the Girls' Inter -School Athletic
Program - a trend new to California. Today girls
have the opportunity to participate an athletic
program comparable to the boys' program - has
opened doors to female athletes not previously
available such as college scholarships, etc.
1982-1990 - Served as a part-time consultant for Lodi Unified
COMMUNITY SERVICE
1946-1950 Member of Lodi Memorial Hospital Auxiliary (Olivette
Branch) - President for 2 years
1949-1964 Associated with Lodi Dept. of Parks and Recreation.
Introduced and implemented many new recreational
programs which are still a part of the over-all
recreation program.
Implemented and supervised a year-round Teen-age
Center program of activities (Ye Olde Hangout). For
years the Center was located in the Girls' Gym at Lodi
High (Hutchins Street Square) - Open Mondays thru
Fridays 7:00- 11:00 p.m. Special events were planned
on Saturday nights. Organized and supervised special
events such as carnivals, barn dances aquacade, etc.
Supervised all after -game dances, which were first
held in the girls' gym and later at the Armory.
When the Center became financially independent,
through Mrs. Melby's guidance members of the Center
began to perform acts of service in the community
such as donating playground equipment for parks and
giving annual scholarships for deserving graduating
seniors.
1952-1985 Member of the Lodi Soroptimist Club - President in
1957. Prompted by the need for a tot lot' in the
community, she encouraged the development of Candy
Cane Park on Holly Drive as the Club's community
project in 1957. Also, as President, assisted in
promoting Lodi Senior Citizens Group as a Club
service. Participated in the development of Sunshine
Trail at Micke Grove - planting, watering, weeding, etc.
1970-1973 Member of Lodi Council of Churches (served as Vice
President)
1971-1981 Served as a member of St. Anne's School Board
1976-1998 Member of the Lodi Sports Hall of Fame Committee
(22 Years)
1977-1997 Served as a member of the Lodi Parks & Recreation
Commission. Served on many committees pertaining
to the development of parks (PARK RECREATION AND
OPEN SPACE MASTER PLAN) for the city of Lodi, etc.
Served as Chairperson of the Commission for several
years.
1996-1997 Served on Indoor Sports Facility Planning Committee
1996-1998 Member of Lodi Sports Foundation Board
Presently serving on Board. Involved in fund-raising
for indoor facility.
Other: Has been a member of `Friends of the

the Pacific awarded a life pass for sport events.
Listed in Who's Who in American Colleges & Universities
Honored as Lodi Woman of the Year in 1974
The ELVERA MELBY AWARD is given annually to the
Lodi High School outstanding female athlete of the
year.
First and only woman to be elected to the Board of
Directors of Woodbridge Golf and Country Club.
Served for 3 years, was elected to a second 3 -year
term. Elected Vice President in 1983 and President of
the Board of Directors in 1984.

Certainly, there is no one that fives in Lodi that fails to recognize the name 'Jim Pinkerton'.
Born and raised in the area, son of a local business owner, a war hero twice awarded the
Purple Heart, among other awards, a father, a businessman, councilman, many times mayor,
and a flag waving American chauvinist (in the true meaning of the world). A man of the people
for the people, who was unafraid to take a stand for his beliefs and pursue what he felt was
right
Many of the things we enjoy about Lodi were brought about or lobbied for by Mr. Pinkerton.
I do not feel that it is my province or necessary to engage in an in depth dissertation on the
innumerable good deeds accomplished by this man, nor do I purport to know them all, as
many things were done without fanfare or notice.
Let it suffice to say that the 'people' of Lodi, when confronted with a 'city' problem felt
Confidant that they would be meted justice' by talking with Jim .
I feel it is now time for us to do 'Justice' to the memory of this rare individual and, as the
family unit was always prime to his thinking, what better way than naming a family park in his
honor?

It has come to our attention that some of Lodi's city parks are named for
citizens who have served the community of Lodi.
We would like to add the name of Ben Schaffer to the honoree list. In
addition to being a great neighbor, he served on the Rivergate Mokelumne
Homeowner's Association Board several times as a member and president.
He has also been very active in his church and with several non profit
organizations including the American Legion, Lodi Memorial Hospital
Foundation, Hutchins Street Square and the list goes on.
Ben was always very vocal at our annual Homeowner meetings with
compliments and appreciation for his neighbors who were willing to serve on
the Board. Ben has been missed since his death in 1997 and I'm sure that
many people in Lodi would agree that this would be a wonderful way of
remembering the many things in Lodi that Ben has played a major role in for
the citizens of Lodi.

Over the years I have noted a number of city parks named for citizens who
distinguished their residency in Lodi and most recently the well deserved
honor given to Tom Peterson.
In the future I hope the name of Ben Schaffer will be considered for a park
name. In addition to being a popular and distinguished citizen, Ben headed
many of our non profit organizations including the American Legion, Lodi
Memorial Hospital Foundation, Hutchins Street Square and the list goes on.
His service on the city council and being named mayor twice exemplified a
commitment to this community.
Ben's death in 1997 left a great void in the business community, service
clubs where he continued to provide leadership, neighborhoods that he
developed, his church and official government gatherings, where he
continued to serve as master of ceremony.
I have visited with several former mayors of Lodi and was encouraged by
them to make this suggestion.
I believe the people of Lodi would remember Ben as a man who only thought
good of people and will always be described as a man without an enemy.

THE BRIDGETOWN DEVELOPMENT PARK THE "BOZANT
'BO' KATZAKIAN PARK"
BE IT RESOLVED, that the City Council of the City of Lodi does hereby
name the Bridgetown Development Park located at the corner of Turner Road and
Bridgetown Drive, the "Bozant 'Bo' Katzakian Park".
