HomeMy WebLinkAboutResolutions - No. 2002-40RESOLUTION NO. 2002-40 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT — DEMAND-SIDE MANAGEMENT PROJECT TO KETTLEMAN COURT APARTMENTS WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, over the past several months, Kettleman Court Apartments located at 931/937 Kettleman Lane here in Lodi, have undergone significant structural and aesthetic improvements. Structural improvements have included designated and approved energy conservation enhancements, including: • Installation of one hundred sixty (160) low -E, dual paned windows, with the National Fenestration Rating Council's seal of approval; and Removal of existing inefficient HVAC (heating/cooling/ventilation) units, and installation of forty-six (46) high efficiency HVAC units on individual apartments throughout the complex; the new HVAC units are all Rheem/RUUD 2 -ton, 12.0 Seasonal Energy Efficiency Rating (SEER) units. WHEREAS, as a result of these energy conservation improvements, individual apartment dwellers will reduce energy consumption by an estimated 10 percent on a monthly basis; and WHEREAS, this Public Benefits Program Grant in the amount of $23,482.93 reflects the standard 20 percent match for commercial customer energy conservation improvement projects; and WHEREAS, staff recommends approval of this project as an approved element of the City of Lodi Public Benefits Program, and designated energy conservation measures for commercial projects. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program Grant — demand-side management project to Kettleman Court Apartments, in the amount $23,482.93.
