HomeMy WebLinkAboutResolutions - No. 2002-33RESOLUTION NO. 2002-33 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING CONTINUATION OF THE CITY OF LODI'S COMPUTER PURCHASING PROGRAM FOR DESKTOP AND NOTEBOOK COMPUTERS ------------------------------------------------------------------ ------------------------------------------------------------------ WHEREAS, on June 16, 1999, the City Council adopted Resolution No. 99-88 authorizing staff to purchase desktop computers as budgeted for 1999-2001, in aggregate amounts of $15,000 or less, using State of California CMAS agreements with Micron and Dell; and WHEREAS, on September 20, 2000, the City Council adopted Resolution 2000- 160 authorizing staff to purchase desktop and notebook computers as budgeted through FY2001 in aggregate amounts of $15,000.00 or less, using competitively -bid agreements with Micron or Dell under the US Communities Government Purchasing Alliance; and WHEREAS, the Alliance is the primary program offered by the US Communities Purchasing and Finance Agency, a non-profit public -benefit corporation established as an "instrumentality" of government to help local agencies reduce the cost of, and to help manage the financing of, purchased goods; and WHEREAS, since that time, the Western States Contracting Alliance (WSCA) (in which the State of California Department of General Services actively participates) provided a more attractive contract with Dell, and the City Council authorized Lodi's participation in the WSCA program last year; and WHEREAS, Government Code §6502 allows the City to participate jointly with other public agencies in such programs, and Lodi City Code §3.20.070 allows alternative methods of procurement when such methods are in the best interest of the City. Since participating agencies enjoy volume pricing on both brands, staff recommends continuing the City's participation in the alliances; and WHEREAS, it is therefore recommended that the City Council authorize continuation of the City's computer purchasing program for desktop and notebook computers through fiscal year 2003, in aggregate amounts of $15,000 or less, from either Micron Electronics or Dell Computers, under competitively -bid contracts respectively awarded by Fairfax County, Virginia (through sponsorship by the US Communities Government Purchasing Alliance), and by the State of New Mexico (through sponsorship by the Western States Contracting Alliance), without further competitive bidding or Council approval. NOW THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize continuation of the City's computer purchasing program for desktop and notebook computers through fiscal year 2003, in aggregate amounts of $15,000.00 or less, from either Micron Electronics or Dell Computers, under competitively -bid contracts respectively awarded by Fairfax County, Virginia (through sponsorship by the US Communities Government Purchasing Alliance), and by the State of New Mexico (through sponsorship by the Western States Contracting Alliance), without further competitive bidding or Council approval.
