HomeMy WebLinkAboutResolutions - No. 2002-48RESOLUTION NO. 2002-48 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PROJECTED USE OF FUNDS FOR THE 2002-2003 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME ENTITLEMENT -------------------------------------------------------------------- -------------------------------------------------------------------- WHEREAS, the Department of Housing and Urban Development has determined that the City of Lodi, California is entitled to Community Development Block Grant (CDBG) and HOME funding as a participating City through the County of San Joaquin and Urban County, for fiscal year 2002-2003; and WHEREAS, the City Council of the City of Lodi has been made aware of the amount of the CDBG and HOME funds available for the 2002-2003 fiscal program year being approximately $745,437.00 and $240,208.00 respectively; and WHEREAS, the City of Lodi has held, with proper notification, a public hearing at the City Council meeting held March 6, 2002 to receive comments and proposals from the public regarding the projected use of CDBG and HOME funds, and provided the public with adequate information concerning the amount of funds available for community development activities, the range of eligible activities, and other important requirements; and WHEREAS, the City of Lodi, California has received public input regarding the proposed use of CDBG and HOME funds; and WHEREAS, the City Council of the City of Lodi has been made aware of the need to reallocate unused CDBG and HOME funds from previous years to facilitate the expedited use of those funds; and WHEREAS, staff recommends that the City Council approve the reallocation of $72,199 in CDBG funds from the Walnut Street Parking Lot Project No. 00-03 to the LOEL Senior Center Site Clearing and Parking Lot Project; and WHEREAS, staff recommends that the City Council approve the reallocation of $10,000 in CDBG funds from the Walnut Street Parking Lot Project No. 00-03 to the Lodi Library Restroom ADA Project; and WHEREAS, staff recommends that the City Council approve the reallocation of a total of $208,239 in CDBG funds from the following projects, $34,124 from Project No. 97-02 Eastside Historical Survey, $36,000 from Project No. 98-10 Program Administration, $80,000 from Project No. 99-13 Program Administration, $38,115 from Project No. 00-16 Program Administration, and $20,000 from Project No. 01-12 Mary Graham Shelter, to the Lodi Lake Park — Bicycle/Pedestrian Corridor Project; and WHEREAS, staff recommends that the City Council approve the reallocation of $100,000 in HOME funds from Habitat for Humanity to the City of Lodi's Housing Assistance — Down Payment Assistance Program, and $100,000 in HOME funds from Habitat for Humanity to the City of Lodi's Housing Assistance — Housing Rehabilitation Program. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby recommend allocations of CDBG and HOME funds to the projects as shown on Exhibit A attached as recommended by staff, in the amount of $485,437.00 and $240,208.00, respectively; and BE IT FURTHER RESOLVED that the City Council for the City of Lodi does hereby recommend the aforementioned reallocations of CDBG funds to the LOEL Senior Center Site Clearing and Parking Lot Project, the Lodi Library Restroom ADA Project, and the Lodi Lake Park — Bicycle/Pedestrian Corridor Project, and HOME funds to the City of Lodi's Housing Assistance Down Payment Assistance and Housing Rehabilitation Projects.
