MEETING DATE: November 18, 1998 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council award the contract for installation of electric utility substructures on Century Boulevard and Rivergate Drive to the low bidder, Royal Electric Co., Sacramento CA, in the amount of $218,450.00 BACKGROUND INFORMATION: On October 28, 1998, bids were received and opened for this project. Two bids were received with the results shown below: Bidder Amount Royal Electric Company, Sacramento CA $218,450.00 Crutchfield Construction Company, Stockton CA $219,100.00 This project will install substructures (electric conduits and vaults) in Century Boulevard from Stockton Street to Cherokee Lane and on Rivergate Drive n/o Royal Oaks Court. The substructures will allow the Department to install a main underground feeder on Century Boulevard that will serve new industrial loads on Neuharth Drive and a circuit tie between Rivergate and River Pointe subdivisions thereby providing a back up source for either subdivision. Notice Inviting Bids and Information to Bidders were mailed to 13 prospective bidders as well as various Builders Exchanges. Only two contractors responded with a bid. The Engineer's Estimate for this project was $160,000.00 and was in part based on information obtained from a prospective bidder. This prospective bidder did not bid the project. The discrepancy between the Engineer's Estimate and the bids received was analyzed during the evaluation process and the following determined. 1) At present and in the foreseeable future the demand for contractors is very great resulting in few bidders and higher than expected bid prices. This fact was verified by contacting prospective bidders, all indicating that the current demand prohibited them from bidding. 2) The bids the City received are comparable with recent bids received by other Utilities for similar projects. Based on this information and the likelihood that rebidding may not lower the bid price coupled with the necessity for this feeder by next peak load season, May 1999, it is recommended that the bid be awarded to the low bidder. Dixon Flynn -- City Manager RESOLUTION NO. 98-165 A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE PURCHASE OF ELECTRIC UTILITY SUBSTRUCTURES ON CENTURY BOULEVARD AND RIVERGATE DRIVE ------------------------------------------------------------------------------ WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on October 28, 1998, at 11:00 a.m. for Electric Utility Substructures on Century Boulevard and Rivergate Drive, described in the specifications approved by the City Council on October 7, 1998; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Location Bid Royal Electric Company Sacramento $218,450.00 Crutchfield Construction Company Stockton $219,100.00 WHEREAS, the City Manager recommends award of the contract for Electric Utility Substructures on Century Boulevard and Rivergate Drive to the low bidder, Royal Electric Company of Sacramento, California. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the contract for Electric Utility Substructures on Century Boulevard and Rivergate Drive, be and the same is hereby awarded to Royal Electric of Sacramento, California, the low bidder, in the amount of $218,450.00.
