RESOLUTION PETITIONING THE BOARD OF SUPERVISORS
TO CONSIDER THE CITY'S PROPOSAL REGARDING USE
OF STATE PARKS AND RECREATIONAL BOND SUBVENTIONS
TO CITIES AND COUNTY
RESOLVED that the City Council of the City of Lodi does
hereby petition the Board of Supervisors to consider the City
of Lodi's proposal regarding the use of State Parks and Recrea-
tional Bond Subventions to cities and county.
The City Council of the City of Lodi does hereby suggest
that the cities in San Joaquin County continue to encourage
county residents to participate in the respective city recrea-
tional programs in lieu of the proposed San Joaquin County
sports complex.
The main thrust of this proposal is based on the fact
that the cities historically have planned and operated their
parks and recreation departments to accommodate county residents.
The City Council of the City of Lodi does hereby submit that
in this service element, city/county cooperation has been
more than satisfactory. With this fact being true and tested,
the City Council of the City of Lodi proposes that the county
continue to support the city recreational programs with the
funds anticipated to be used in the construction, operation,
and maintenance of a new San Joaquin County Sports Complex.
The City Council of the City of Lodi feels that construction
of this complex would be a duplication of recreational program-
ming.
The City Council of the City of Lodi requests that
an objective cost effective study be prepared to determine the
long-term profit or loss to the cities and county reflected by
the proposed sports complex.
The City of Lodi is typical of San Joaquin County
cities. The City of Lodi accepts any person of any age who
resides within the Lodi Unified School District into any and all
city recreational programs. Through the years the City of Lodi
found that the citizens, young and old, who are participating
in recreational programs, are attracted to the respective city
with the high school therein.

City of Lodi and San Joaquin County residents' parti-
cipation in the City of Lodi's softball program alone support
the following statistics: Combining adult summer league, adult
fall and winter league, and Ponytail programs in 1981, 325
teams participated, numbering 4,855 players from ages 8 to
60. In this number we find 1,183 San Joaquin County residents
took part, which was an increase from last year of 22 percent.
Please note that for the purpose of brevity, the City
Council of the City of Lodi has not included numbers of parti-
cipants in other city recreational programs. Approximately
850,000 participants took part in these activities this past
year (approximately 22%), with San Joaquin County residents
being very well represented.
For the reasons given above, the City Council of the
City of Lodi urges San Joaquin County to continue to offer all
citizens access to the outstanding county parks system and
continue to relegate supervised recreational programs to the
cities, which are willing and able with facilities and staff to
maintain and advance said programs.
The City Council of the City of Lodi urges the Board
of Supervisors to direct additional funding to the cities for
this purpose.
After all, citizens in the county and in cities therein
are all constituents of the Board of Supervisors and we are
all united to further the best interests of San Joaquin County.

an adjourned regular meeting held December 9, 1981 by
the following vote:
