HomeMy WebLinkAboutAgenda Report - December 1, 1998 (29)AGENDA TITLE: Approve Request for Proposals for Design Services for Lower Sacramento Road, Turner Road to Kettleman Lane MEETING DATE: December 1, 1998 PREPARED BY: Public Works Director RECOMMENDED ACTION: Approve issuance of a Request for Proposals (RFP) to obtain design services for the final design of improvements for Lower Sacramento Road from Turner Road to Kettleman Lane. BACKGROUND INFORMATION: Lower Sacramento Road is situated along the western edge of the City and functions as a north/south two-lane urban arterial. Significant growth along the two-mile segment between Turner Road and Kettleman Lane has already resulted in traffic congestion that will only worsen as development continues. It is evident that construction of improvements for this roadway are needed and, in fact, have already been partially built by adjacent development with more planned. For instance, improvements are being planned from Taylor Road to Kettleman Lane as part of the shopping centers being designed on the northeast and northwest corners of the Lower Sacramento Road/Kettleman Lane intersection. If these developments proceed, the design and construction work for this segment of Lower Sacramento Road will be done by the developers, which will allow the City to reduce the scope and cost of this RFP and future construction obligations. The first step in the process to build the remainder of the improvements will be to hire an engineering firm to perform the final design. The design work will include a traffic study to determine turn pocket lengths and locations for median openings at non -signalized intersections. Also, public participation meetings, coordination with WID, right-of-way delineation and acquisition estimates, surveying, roadway design, construction cost estimating, and recommended phasing of the project will be included in the design work. At this time, it is anticipated that improvements will include four (4) through lanes with a provision for six lanes, a landscaped median, turn lanes at signalized intersections, and bike lanes. With the approval of this RFP, the process for selecting a firm can proceed. Following Council approval of a contract with the selected firm, design work can commence. The design phase should take about six to nine months to complete. The first construction phase should follow in the spring of 2000. At this time, with the funds available, it may not be possible to build all of the improvements from Turner Road to Kettleman Lane with one construction project. To fully fund the construction for the entire two-mile segment, the City will have to compete on a regional basis for state and federal funds. However, having a completed design will assist the City in this competition because we will be able to promise the quick delivery of a completed project. FUNDING: None needed at this time.
