BE IT FURTHER RESOLVED that this Council finds that: (a) this amendment will not have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self sustain levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal or eliminate important examples of the major periods of California history or prehistory; (b) this amendment will not have the potential to achieve short-term environmental goals to the disadvantage of long-term environmental goals; (c) this amendment will not have possible environmental effects which are individually limited but cumulatively consider- able. "Cumulatively considerable" means that the incremental effects of an individual project are considerable when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects; 81-117 -1- (d) the environmental effects, if any, of this amend- ment will not cause substantial adverse effects on human beings, either directly or indirectly; and (e) as a result of the foregoing subparagraphs (a), (b), (c), and (d), the preparation of an Environmental Impact Report pursuant to the Environmental Quality Act of 1970 is not required.
