HomeMy WebLinkAboutResolutions - No. 2001-134RESOLUTION NO. 2001-134 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY. MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT 1N THE AMOUNT OF $30,000.00 TO FUND THE LODI ENERGY EFFICIENT WINDOWS & SHADE SCREEN PROGRAM WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, this program will assist Lodi residents by providing a rebate of $1.70/square foot for windows approved by the National Fenestration Rating Council (NFRC), and have the EnergyStar (copyrighted) logo. The NFRC has an extensive background in the review and development of energy efficient windows, and this rating service is utilized by a majority of electric utilities around the country that offer rebates for energy efficient windows; and WHEREAS, this program will also provide a rebate of .75 cents/square foot for the installation of shade screens. The specific energy efficiency requirement for the shade screens will be sun screen 80 percent, which means the screens must block 80 percent or more of the sun's solar heat gain. Customers must, at a minimum, cover the east and west facing windows of their home; and WHEREAS, by installing energy efficient windows and/or shade screens, residential customers may reduce their monthly cooling and heating costs in excess of ten percent. There is no cap on the amount of the rebate, which is available to customers living in single-family dwellings (including town homes, duplexes and tri-plexes), and funds will be available until exhausted; and WHEREAS, the City of Lodi Electric Utility recommends approval of the Lodi Energy Efficient Window & Shade Screen Program as a qualifying component of the City of Lodi Public Benefits Program. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program grant in the amount of $30,000.00 to fund the Lodi Energy Efficient Windows & Shade Screen Program.
