A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS
PROGRAM GRANT TO THE SALVATION ARMY
WHEREAS, the State has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on a historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 M per year that must
be dedicated to qualifying programs such as energy efficiency. A further stipulation is
that these efforts must be done on the customer's side of the meter in order to qualify;
and
WHEREAS, Salvation Army has requested the Lodi Electric Utility to provide
recommendations for a facility -wide energy efficiency (demand-side management)
improvement project; and -
WHEREAS, as a result of the energy analysis, two specific projects were
identified to assist the Salvation Army of Lodi in reducing their monthly energy bills. The
scope of work will include:
The first project (Phase I- located at the 525 W. Lockeford Street facility) will entail:
• removal of the five (5) existing gas/electric rooftop heating & cooling (HVAC) units;
• install one (1) high efficiency Trane 3 -ton electric/gas HVAC unit; three (3) Trane
4 -ton high efficiency electric/gas HVAC units; and one (1) Trane 5 -ton high
efficiency electric/gas HVAC unit;
• add economizers to each of the new, high efficiency HVAC units (five total); and
• install programmable thermostats/zone sensors with nighttime setback capability.
WHEREAS, it is anticipated that the five (5) new energy efficient HVAC units will
reduce the Salvation Army's monthly energy bill by as much as 10 to 15 percent. The
Public Benefits Program grant of $33,144.00 reflects a 100 percent grant to fund the
Phase I project, as consistent with the previous grants awarded to community/non-profit
organizations; and
WHEREAS, after numerous meetings and site visits, the City of Lodi Electric
Utility respectfully recommends approval of this grant as a qualifying component of the
City of Lodi Public Benefits Program.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes the City Manager to provide a Public Benefits Grant in the amount of
$33,144.00 to the Salvation Army.
