HomeMy WebLinkAboutResolutions - No. 2001-105RESOLUTION NO. 2001-105 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE REVISED CLASS SPECIFICATIONS FOR FIREFIGHTER 1/II, FIRE ENGINEER AND FIRE CAPTAIN NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the revised Class Specifications for Firefighter 1/II, Fire Engineer and Fire Captain, as shown on Exhibit A attached. BLACKSTON City Clerk 2001-105 CITY OF LODI FIREFIGHTER I/II DEFINITION EXHIBITS A May 2, 2001 Under supervision, participates in firefighting, emergency medical services and fire prevention activities; operates and maintains fire apparatus; performs various fire support assignments; performs related work as required. DISTINGUISHING CHARACTERISTICS Firefighter I — This is the entry level for the Firefighter class series. Under close supervision, learns and performs a variety of firefighting assignments. With training and experience, the work becomes more diversified and difficult. This class is flexibly staffed with Firefighter II, and incumbents are expected to progress to the higher level after successfully completing a one year probationary period and the Lodi Fire Department Firefighter I Certification which demonstrates proficiency to meet the qualifications of Firefighter II. Firefighter II — This is the full working level class -in fire suppression, performing all duties required to effectively respond to emergency fire suppression and basic life support medical situations. Incumbents perform a wide range of fire fighting and fire support duties. This class is flexibly staffed with Fire Engineer, and incumbents may progress to the higher level after successfully completing three years of service with the Lodi Fire Department, and the Lodi Fire Department Fire Engineer Certification which demonstrates proficiency to meet the qualifications of Fire Engineer. EXAMPLES OF DUTIES Duties may include, but are not limited to the following: • Responds to fire alarms and operates fire equipment and apparatus; connects and lays fire hose lines connecting to hydrants and between engines; controls and extinguishes fires. • Raises and lowers ladders during firefighting operations. • Uses various hand and power tools to obtain entry to buildings, assists trapped victims, and provides ventilation. • Assists in clean-up, salvage and overhaul operations. • Performs regularly scheduled maintenance on apparatus, hoses and equipment to ensure readiness; cleans fire station & equipment. • Participates in public relations and public education programs. • Provides first responder medical emergency response at the basic life support level, including cardio -pulmonary resuscitation and trauma emergency medical care. • Participates in staff support assignments which may include fire prevention, inspection, maintenance of inventory records, inspection of departmental equipment, and investigations. CLASS SPECIFICATION CITY OF LODI Firefighter 1/11 Page 2 of 3 • Uses firefighting and chemical safety apparel and equipment, including turnout gear, helmets, hoods, and self-contained breathing apparatus. MINIYIUM QUALIFICATIONS: Knowledge of: • Rules, policies and procedures governing the Lodi Fire Department. • Firefighting methods, techniques and equipment. • Operation and maintenance practices and methods for a variety of fire apparatus and equipment. • Safety practices and precautions pertaining to the work. • Geographical layout of the City and location of various fire suppression utilities. Ability t • Near self-contained breathing -apparatus, • Effectively communicate with people under trying circumstances. • Establish and maintain effective working relationships with those encountered in the course of work. EDUCATION AND EXPERIENCE Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical combination is: Firefi titer I Education: • Equivalent to completion of high school Experience: • NONE LICENSES AND CERTIFICATES: • Attain Certification as an Emergency First Responder within one (1) year. • Completion of coursework required for Firefighter I Certification issued by the State of California. • Ability to obtain the appropriate Commercial Driver's License with endorsements, as mandated by the California Commercial Vehicle Code within 1-2 years. CLASS SPECIFICATION CITY OF LODI Firefighter I/II Page 3 of 3 Phvsical Condition: • Must be in excellent physical condition; must be able to pass a medical examination which includes, hearing: normal in each ear; vision: 20/70 correctable to 20/20; normal color perception. • Willingness to participate in the Lodi Fire Department Physical Fitness Program. A= • 18 years of age at time of application. Firefighter II Education: • Equivalent to completion of high school. • College -level fire science coursework is desirable. Experience: • One year as a Firefighter I in the Lodi Fire Department LICENSES AND CERTIFICATES: • Ability to obtain the appropriate Commercial Driver's License with endorsements, as mandated by the California Commercial Vehicle Code within one (1) year. • Lodi Fire Department Firefighter II Certification. • Certification as an Emergency First Responder. Other Requirement: • Willingness to participate in the Lodi Fire Department Physical Fitness program. CITY OF LODI FIRE CAPTAIN DEFINITION: EXH I B11 A May 2, 2001 Under direction responsible for the supervision of personnel assigned to a fire station and assigned fire apparatus; performs related work as required. DISTINGUISHING CHARACTERISTICS: This class is the first level supervisor and company commander; directs and participates in either fire suppression or emergency medical response, fire prevention and related departmental functions. Incumbents supervise company staff directly and typically serves as a station commander at single company stations. EXAMPLES OF DUTIES: Duties may include, but are not limited to the following: • Assists in the development and implementation of policies and procedures. • Plans, organizes and assigns personnel to duties and responsibilities at a fire station and on fire apparatus; assists staff with their assigned duties; supervises the daily maintenance of fire stations and equipment. • Prepares performance appraisals; discusses and coordinates discipline and other personnel issues with Fire Battalion Chiefs or Fire Administrative Officers. • Conducts fire inspections of businesses within assigned district. • Assists in the preparation of monthly work schedule; maintains records and writes reports of station activities on a monthly basis; prepares emergency reports. • Assumes role of Incident Commander at emergency scenes until relieved by higher ranking officer. • Participates in public relations programs and public education program. MINIMUM QUALIFICATIONS: Knowledge of- • Rules, policies and procedures governing the Lodi Fire Department. • Principles and practices of employee supervision, including selection, training, work evaluation and discipline. • Principles, techniques, strategy, materials and equipment used in fire suppression, investigation and prevention, rescues and related emergency response. Skill to: • Organize, schedule, assign, and review the work of others. • Analyses emergency response and operations problems, develop sound alternatives, and make effective decisions undcr emergency circumstances. • Develop and conduct classroom and practical training courses and programs. • Render emergency medical care at the basic life support level. • Establish and maintain effective working relationships with employees, officials and the public. • Maintain accurate records and prepare clear and concise reports and other written materials. EDUCATION AND EXPERIENCE: Any combination equivalent to education and experience that would likely provide the required knowledges and abilities would be qualifying. A typical combination is: Education: • Equivalent to completion of high school. • College level Fire Science course work is desirable. Experience: Five years of fire fighting experience with the City of Lodi. Js -Fire Captain Fina! may ?.duc CITY OF LODI FIRE ENGINEER DEFINITION EXHIBIT A May 2, 2001 Under general supervision, operates all fire apparatus and equipment; responds to fires, medical emergencies and other emergency and non -emergency situations and takes appropriate action; performs various staff support assignments in addition to normal emergency response activities; performs related work as assigned. DISTINGUISHING CHARACTERISTICS This is the advanced level in fire suppression, fully qualified to operate any apparatus, vehicles and equipment in addition to performing all normal emergency response duties; may be assigned to a truck, engine, or other apparatus. This class is distinguished from Fire Captain in that Fire Captain is the first level supervisory class which provides direction to a company during an assigned shift. EXAMPLES OF DUTIES Duties may include, but are not limited to the following: • Responds to fire alarms and operates fire equipment and apparatus; connects and lays fire hose lines to hydrants and between engines; controls and extinguishes fires; • Assists in clean-up, salvage and overhaul operations; • Performs regularly scheduled maintenance on apparatus, hoses and equipment to ensure readiness; cleans fire station and equipment; troubleshoots equipment as required; • Participates in public relations; public education programs; and various service programs; • Provides first responder medical emergency response at the basic life support level, including cardio -pulmonary resuscitation and trauma emergency medical care; • Participates in Fire prevention, inspection of commercial and residential property, maintenance of inventory records, inspection of departmental equipment, and investigations; • Drives fire apparatus to the scene of an emergency, determines proper location for apparatus and places it in operation; • Selects route to be taken in response to emergencies; • Operates engines by laying hose, calculating and monitoring hydraulic conditions; directs engine hook-up, sets up and adjusts controls to ensure proper water flow; operates aerial ladder trucks by stabilizing truck and maneuvering, extending and retracting ladder; • Operates various auxiliary equipment such as lights and power during night-time emergency response; sets up ladder mounted and other water monitors; uses hand and power tools to obtain entry to buildings, assist victims, sever or shut off utilities, and provide ventilation; • Participates in various staff support assignments including, but not limited to training and skills improvement; Job Specification Page 2 of 3 FIRE ENGENEER • Containment through Diking of hazardous material spills; employs appropriate fire fighting and chemical safety apparel and equipment, including turn -out gear, helmets, hoods, are belt and self-contained breathing apparatus; • Performs all of the normal duties of Firefighter. • Performs other related duties as required. NUNINIUNI QUALIFICATIONS Knowledge of • Principles, practices, techniques and apparatus required for fire prevention and suppression; • Principles and techniques of fire apparatus hydraulics; • Principles and practices of providing emergency medical care at the basic life support level; • Applicable local, state and federal laws, codes, ordinances and regulations; • Rules, policies and procedures governing the Lodi Fire Department; • Operation and maintenance practices and methods for a variety of fire apparatus and equipment; • Safety practices and precautions pertaining to the work; • Geographical layout of the City and location of various fire suppression utilities. Ability t • Drive and operate fire apparatus in safe manner; • Maintain and operate such apparatus in the most effective and efficient manner; • Remain calm, make sound decisions, and respond appropriately in emergency situations; • Render emergency medical care at the basic life support level; • Wear self-contained breathing apparatus; • Establish and maintain effective working relationships with those encountered in the course of work. EDUCATION AND EXPERIENCE Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical combination is: Education • Equivalent to the completion of high school; • College -level fire science coursework is desirable. Experience • Three years as a Lodi Firefighter, two years which must be served as a Lodi Fire Department Certified Firefighter II; • Successful completion of the Lodi Fire Department Fire Engineer Certification. Job Specification FIRE ENGINEER LICENSES AND CERTIFICATES: Page 3 of 3 • Possession of the appropriate Commercial Driver's License with endorsements, as mandated by the California Commercial Vehicle code; • Certification as an Emergency First Responder; • Certification as a Lodi Fire Department Firefighter II and Fire Engineer.
