HomeMy WebLinkAboutAgenda Report - October 21, 1998 (49)AGENDA TITLE: Amend Traffic Resolution to Adopt County -Proposed 45 -Mile -Per -Hour Speed Limit on Guild Avenue North of Victor Road MEETING DATE: October 21, 1998 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution amending Traffic Resolution #97-148, by approving the extension of the County's 45 -mile -per -hour (mph) speed limit on Guild Avenue, from Victor Road to approximately 700 feet north of Victor Road, as shown on the attached Engineering and Traffic Survey. BACKGROUND INFORMATION: Recently, San Joaquin County Public Works Department contacted the City to review the speed limit on the segment of Guild Avenue north of Victor Road. The length of this segment of Guild Avenue is approximately 2,650 feet long, with the south 700 feet under the City's jurisdiction. Both jurisdictions have been working together to determine a posted speed limit for the entire segment. DISCUSSION/RECOMMENDATION: Since the 700 -foot segment of Guild Avenue under the City's jurisdiction was too short to obtain accurate speed measurements, it was determined that the City would adopt the County -proposed limit. Based on this, on October 6 the San Joaquin County Board of Supervisors introduced an ordinance to approve a 45 -mph speed limit on the portion of Guild Avenue north of our City limits, which is a reduction from the existing prima facie speed limit of 55 mph. This speed limit was approved following the public hearing held on October 13. Staff recommends that City Council approve the 45 -mph speed limit on the 700 -foot portion of Guild Avenue under our jurisdiction. Signs and pavement legends needed to display the speed limit in the City limits will be performed by San Joaquin County forces under an Encroachment Permit. FUNDING: None. J�u 6�2 Richard C. These guidelines are outlined in Chapter 8 of the Caltrans Traffic Manual. • STUDY Important factors to consider in determining the speed limit which is most appropriate to facilitate the orderly movement of traffic and that is reasonably safe are prevailing speeds, unexpected conditions to drivers, and accident records. Prevailing Speeds (85th Percentile Speeds. - Reasonable speed limits conform to the actual behavior of the majority of motorists, and by measuring motorists' speeds, one will be able to select a speed limit that is both reasonable and effective. Speed limits should normally be established at the first 5 -mile -per -hour (mph) increment below the 85th percentile speed. However, in matching existing conditions with the traffic safety needs of the community, engineering judgment may indicate the need for a further reduction of 5 mph. Two radar surveys were performed and the 85th percentile speeds ranged from 39 to 42 mph as shown below: Guild Avenue Segment Northbound Southbound Lodi Avenue to Pine Street 42 mph 41 mph Pine Street to Victor Road 40 mph 39 mph Victor Road to 700 feet North of Victor Road N/A N/A Unexpected Conditions When roadside development results in traffic conflicts and unusual conditions which are not readily apparent to drivers, speed limits below the 85th percentile are warranted. The following factors were considered: roadway design speed, safe stopping sight distance, superelevation, shoulder conditions, profile condition, intersection spacing and offsets, commercial driveway characteristics, and pedestrian traffic in the roadway without sidewalks. Accidents Accident records of the two most recent years were considered in determining the speed zones. Accidents on segments of roadways are classified by their accident rate. Accident rates are determined by the number of accidents occurring within a segment of roadway and the traffic volume within that segment. Accident rates are shown in accidents -per -million -vehicle -miles (ACC/MVM). The accident rates are 0.0 and 4.9 ACC/MVM. The average Citywide accident rate is 4.4 ACC/MVM. The accident rate of 0.0 in this segment is below the Citywide average and has not changed from the 1993 survey. Based on the prevailing speeds and the continuing low accident rate, we recommend retaining the 40 -mph speed limit along this segment. Pine Street to Victor Road The 85th percentile speeds on this segment are 39 and 40 mph. The 50th percentile speeds are 34 to 36 mph. The accident rate of 4.9 in this segment is slightly above the Citywide average and higher than the 0.0 rate from the 1993 survey. Although the accident rate has increased, it is not high in relation to the Citywide average. Based on the prevailing speeds and reasonable accident rate, we recommend retaining the 40 -mph speed limit along this segment. Victor Road to 700 Feet North of Victor Road The south 700 feet of this 2,650 -foot segment of Guild Avenue is under the City's jurisdiction, with the remaining portion to the north under San Joaquin County's. The County recently performed an Engineering and Traffic Survey on its portion resulting in a 45 -mph speed limit. As the portion under the City's jurisdiction is too short to perform a separate Engineering and Traffic Survey, staff recommends adopting the County's 45 -mph speed limit on this segment. The current prima facie speed limit is 55 mph.
