A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
MANAGER TO PROVIDE A PUBLIC BENEFITS GRANT PROGRAM IN THE
AMOUNT OF $50,000.00 TO FUND THE LODI SMALL BUSINESS BETTER
LIGHTING PROJECT
WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or
customer groups: commercial/industrial, residential, community/non-profit, and municipal; and
WHEREAS, this project will assist small business owners/managers by receiving a 25%
rebate from the Public Benefits fund if they install highly efficient lighting products and related
materials, including:
• Compact fluorescent lamps;
• T-8 fluorescent lamps;
• Electronic ballast;
• Motion sensors, photo cells & time clocks.
WHEREAS, there are approximately 2,000 commercial customers in Lodi identified as
small business, and thus would be eligible to participate in this rebate program. With the
assistance of Planergy International (formerly Energy Masters International -EMI), the City's
chosen energy services partner, the City of Lodi Electric Utility will review and approve all
customer developed and proposed lighting retrofits; and
WHEREAS, the 25% rebate is applied to the entire cost of the customer's lighting retrofit
project, which would include materials and labor. The percentage amount of the rebate is
consistent with all other commercial and industrial Public Benefit grants awarded to date; and
WHEREAS, by removing an inefficient lighting system, and replacing it with some or all
of the products identified above, the average small business owner can reduce their monthly
electric utility costs in excess of 15 percent.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes
the City Manager to provide a Public Benefits Program grant in the amount of $50,000.00 to
fund the Lodi Small Business Better Lighting Project.
