HomeMy WebLinkAboutResolutions - No. 2000-229RESOLUTION NO. 2000-229 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PURCHASE AND FINANCING FOR ONE (1) QUINT AERIAL FIRE APPARATUS WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interest of the City to do so; and WHEREAS, the Fire Department is in need of replacing one Fire Department front-line apparatus; and WHEREAS, as a result of the Department's self-assessment and standards of cover document, it was determined that a re -distribution of equipment and personnel would improve the overall delivery of emergency services to the citizens of Lodi; and WHEREAS, at present, station one is equipped with two pieces of apparatus, an engine company and a truck company. Once station four is built and occupied, the distribution of equipment will change to the engine at station one being re -located to station four and the truck remaining at station one. When the truck is housed as the only first-line piece of equipment at station one, its functions will have a dual purpose. Not only will it have truck operational requirements at the scene of a fire, it will perform the typical functions of an engine with response to all service calls in station one's area. The present truck was not designed for the increase in call volume or the additional equipment needed to function as an engine; and WHEREAS, two informal bids were received from American LaFrance of Ephrata, PA and KME Fire Apparatus of Nesquehoning, PA. Staff recommends that the purchase for one (1) Quint Aerial Fire Apparatus be awarded to the low bidder, American LaFrance in the amount of $692,242.03. American LaFrance's bid was $10,090.78 less than KME's and met all of our prepared bid specifications; and WHEREAS, the delivery date is expected to be within twelve months of the bid award. WHEREAS, historically, the Fire Department acquires fire apparatus through a lease -purchase program due to the life expectancy of the apparatus exceeding the leasing term. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the bid for one (1) Quint Aerial Fire Apparatus, be and the same is hereby awarded to American LaFrance, of Ephrata, PA; and BE IT FURTHER RESOLVED, that the Lodi City Council hereby approves the lease -purchase proposal from First Municipal Leasing Corporation, of Golden, Colorado, for the seven-year term, with an annual payment in the amount of $115,303.51.
