A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
TRANSFER OF FUNDS FOR ADDITIONAL WORK ON THE
ELECTRIC UTILITY SUBSTRUCTURES, TURNER
ROAD/MCLANE SUBSTATION CONTRACT
WHEREAS, this project was awarded to Golden State Utility Company, of
Turlock, on March 1, 2000 in the amount of $304,999.99; and
WHEREAS, three change orders were issued during the contract period in the
total amount of $29,607.00 or 9.71%. These change orders expanded the project
boundary and funded lighted message (advisory) boards for traffic control not included in
the original contract; and
WHEREAS, during construction numerous conflicts such as unmarked utilities,
abandoned septic system, house foundation, oak tree located just below the pavement
were encountered, and required redesign in order to locate the vaults and conduits in
conflict free areas which resulted in considerable delays and significant additional work
by the contractor; and
WHEREAS, further problems occurred in some areas of Turner Road that
included cave-ins, extra excavations necessary to position conduits and vaults, adding
additional work and materials not considered in the contract; and
WHEREAS, for traffic control and engineered traffic plan as well as weekend
work were required, the construction delays necessitated use of lighted traffic boards in
excess of the estimated time further adding additional cost; and
WHEREAS, due to an error in the contract quantity for trenching, coupled with
associated trench safety and adjustments in other contract quantities to compensate the
contractor for actual work performed has resulted in cost adders. The asphalt concrete
paving increased significantly due to the many necessary excavations to locate facilities,
along with the condition of the street base (cave-ins) and existing pavement likewise
resulted in unexpected additional paving; and
WHEREAS, the project is substantially complete with the exception of work still
to be performed around six vaults located in the street; and
WHEREAS, staff recommends transferring funds in the amount of $195,000.00
for the additional work on the Electric Utility Substructures, Turner Road/McLane
Substation Contract.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi
does hereby authorize the transfer of $195,000.00 from the Electric Utility Department's
budgeted capital funds to the project specific accounts.
