A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE LODI
POLICE DEPARTMENT TO PARTICIPATE IN A TRAFFIC SAFETY
INITIATIVE GRANT FUNDED THROUGH THE OFFICE OF
TRAFFIC SAFETY

WHEREAS, during the last few years the City has noted a significant problem with alcohol
and speed related fatal and injury collisions, and those involving pedestrians and bicyclists; and
WHEREAS, in 1998 the California Office of Traffic Safety (OTS) and the State Department
of Finance developed collision rankings for several categories, wherein all cities were assigned
population categories and a statewide ranking. These rankings were based on the Statewide
Integrated Traffic Records System data for non -CHP collisions; and
WHEREAS, in examining the OTS rankings in 1998, the City of Lodi, with respect to daily
vehicle miles, traveled by population group, is ranked 2nd worst in 84 cities in total fatal and injury
collisions; ranked 2nd worst in alcohol related injury and fatal collision, 7t' worst in speed related
injury and fatal collisions, 1st in night time injury and fatal collisions, 13th in hit and run collisions, 9d'
in pedestrian victims, 3`d in bicycle collisions and I" in bicyclists 15 years of age and under; and
WHEREAS, OTS rankings are comprised of cities that are similar in size in both population
and daily vehicle miles traveled. The City of Lodi falls within the population category of 50,000-
100,000, which represents 85 municipalities; and
WHEREAS, with the funding from the Office of Traffic Safety the Police Department will
develop and implement a comprehensive traffic safety enforcement program to reduce fatal and
injury collisions where the primary collision factor is DUI or speed. This project will also work to
reduce pedestrian and bicycle involved fatal injury collisions.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the
Lodi Police Department to participate in a Traffic Safety Initiative Grant funded by the Office of
Traffic Safety which will provide funding in the amount of $279,200; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to
execute the Agreement on behalf of the City.
