A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE LODI
POLICE DEPARTMENT TO PARTICIPATE IN AN OFFICE OF TRAFFIC
SAFETY GRANT FOR AN AUTOMATED COLLISION RECORDS AND
ANALYSIS SYSTEM

WHEREAS, at the present time the Lodi Police Department does not have a sophisticated
automated traffic records management system that can be effectively utilized for identifying,
analyzing and mitigating high collision locations and correlating these statistics to enforcement
activities, traffic controls or needed traffic safety programs; and
WHEREAS, collision statistics are currently compiled manually using SWITRS reports that
come to the City quarterly from the California Highway Patrol, and this report merely provides us
with quarterly and annual totals of various collision categories; and
WHEREAS, information that would be highly desirable includes lists of high collision
locations, DUI collisions, bicycle and pedestrian concentrations by location and prevailing collision
patterns at intersections and mid -block locations; and
WHEREAS, an Automated Collision Records and Analysis System will allow the City to
develop and implement an effective Geographic Information System based collision records and
analysis system that will be used to identify the location, frequency and severity of traffic collisions.
The system will provide the Citys traffic engineers, traffic enforcement personnel and management
with timely and accurate information to serve as the basis for engineering and enforcement
decisions and projects; and
WHEREAS, the goal of this project is to develop a system that will allow the City to identify,
analyze and mitigate critical high collision locations.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the
Lodi Police Department to participate in the Office of Traffic Safety Grant, which will provide funding
in the amount of $47,000.00, for an automated Collision Records and Analysis System; and
- BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to
execute the Agreement on behalf of the City.
