HomeMy WebLinkAboutResolutions - No. 2000-198RESOLUTION NO. 2000-198 A RESOLUTION OF THE LODI CITY COUNCIL AMENDING THE CITY OF LODI SMALL BUSINESS ENERGY SERVICES PARTNERSHIP PROGRAM BY EXTENDING THIS PROGRAM THROUGH CALENDAR YEAR 2001 OR UNTIL APPROPRIATED FUNDS ARE EXHAUSTED, AND ELIMINATING LIGHTING RETROFITS FROM THIS PROGRAM WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $11M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, in May 1999, the City Council approved the City of Lodi Small Business Energy Services Partnership, which provides commercial customers on a G-1 electric utility rate, a dollar -for -dollar rebate of up to $500 for the purchase and installation of various energy conservation measures. Those specific measures include lighting retrofits, shade screens and awning covers, window tinting, ceiling fans and attic ventilators, insulation and weather-stripping, special projects such as major HVAC system replacements or upgrades, and HVAC/refrigeration diagnostic and preventative maintenance service; and WHEREAS, this program has a sunset date of December 31, 2000, and the Electric Utility staff recommends that the City of Lodi Small Business Energy Services Partnership be extended through calendar year 2001 or until appropriated funds are exhausted; and WHEREAS, staff is currently developing a program solely devoted to energy efficient lighting which will be presented to the City Council for approval by January 2001, and therefore Electric Utility staff recommends that one energy conservation measure, lighting retrofits, be eliminated from the City of Lodi Small Business Energy Services Partnership program. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby amends the City of Lodi Small Business Energy Services Partnership Program by extending this program through calendar year 2001 or until appropriated funds are exhausted; and BE IT FURTHER RESOLVED, that lighting retrofits be eliminated from the City of Lodi Small Business Energy Services Partnership program.
