Lange RECOMMENDED ACTION: That the City Council award the security service contract to Ace's and Eight's Security Company of Lodi for the period of one year. BACKGROUND INFORMATION: A request for security service proposals was approved at the September 2, 1998 City Council meeting. Subsequently, an advertisement was placed in the paper in accordance with the City of Lodi's purchasing rules and notices of inquiries were sent to companies that had previously provided services at Hutchins Street Square over the years. One proposal was received from Ace's and Eight's Security Company at $14.75 per hour as needed; scheduling for security services will be handled through the rental clerk at Hutchins Street Square. The contract will be from the date approved through October 1, 1999. While there is no comparison with additional bids for the job, the Ace's and Eight's Security Company has done work at the Square and performed well. It is my recommendation to accept this bid and contract with Ace's and Eight's Security Company for special event security services at Hutchins Street Square. FUNDING: The cost of this project will be a pass through to the private renters, plus 5% to cover the City's scheduling and billing costs. Afterwards Mr. Wilson has worked in the security field for the last fifteen years gaining experience and expertise in the field. Mr. Wilson worked as an independent contractor for various clients and decided to open his own company in his home town. Mr. Wilson was raised in Lodi and wanted to serve his community. He believes in non -lethal force & this is why he decided to use the most non -lethal detaining of suspects available. Mr. Wilson is the sole owner and primary contact person. The office location is 2418 Corbin Lane in Lodi, CA 95242 with the mailing address as P O Box 2141, Lodi CA 95241. The office phone and FAX number is (209) 367-1912 and cellular phone number is (209) 993-2346. The company has nine full-time employees and three part- time employees with growth potential as needed. All employees have a clear command of the English language. Different equipment available. as needed. Patrol cars, tasers, Nextel radio/phone communications, baton and restraining equipment as needed. Each guard is trained as required by the State of California. We have ongoing in-house training in Laws & Enforcement, Penal Code, local statues, report writing, observing techniques and procedure on performance of assignment. Within six months each guard is also C. P. R. and First Aid I & 11 certified. Personnel are trained in the theory of escalation of force, proper use of force; and penalties thereof. Ace's & Eight's Security Co has performed many security services at Hutchins Street Square in the past and has more in the future. We have also supplied security services at St. Ann's Church for similar events. Our guards,are highly trained and aware of the expertise and professionalism required for such events. (1) We hereby propose to furnish all of the personnel and equipment necessary for the provision of; Security services, to include but not limited to; the prevention of violations of Federal Codes, State Penal Codes, San Joaquin County Statues, Lodi Municipal Codes, and Facility Rules and Regulations as they may apply to this facility. Specifically: Crowd supervision, control, injury prevention and prevention of damage to and within the building proper; and foot patrol of all parking and perimeter areas of the property to prevent theft, vandalism, trespass, or any other overt violations of the above listed codes and statues. All personnel and equipment are guaranteed to be qualified and certified as required by California State Law; and as requested by Client. All of the contracted services shall be performed in accordance with the rules and regulations set forth by the State of California, and as requested by the Client; and shall be performed in a professional manner. (2) The cost of such requested services shall be at $14.75 per officer per hour. Charged from the 112 hour pre -event arrival time to 112 hour post event departure time. Due to the variable requirements for personnel at each function, a precise cost can not be given. Peterson Ciry Manager LODI POLICE DEPARTMENT rt1 LETTER OF RECOMMENDATION .i To Whom It May Concern: 230 WEST EL14 STREET LODI; CALIFORNIA 95240 (209)333-6727 i I have known Lonnie Wilson for many years having first had contact with him as a young officer just starting work with Lodi PD some 20 yrs. ago. over the years as I continued to work for Lodi PD, .j I had periodic contacts with Lonnie and observed him grow into a fine citizen and family man. On numerous occasions he would step forward as a concerned citizen or witness to a crime and was never afraid to become involved in resolving problems in his neighborhood. This has.been especially true in recent years. Working as security for a local business, Lonnie on numerous occasions has been a witness to a crime or discovered a crime in progress often having nothing to do with his place of business. Instead of simply looking the other way and not getting involved, Lonnie has always opted to become involved not only calling LPD but taking an active role in helping to apprehend the offenders. On numerous occasions he has ' already had suspects in custody by the time LPD was'able to respond. Lonnie's conduct in regards to these incidents has always been very ;! professional and because of the thoroughness of his investigations has often left little for our officers to do. Lonnie, also, on several occasions has provided info. to this dept. that has directly led to the apprehension and conviction of _1 major criminal offenders. In one particular case of note, a local suspect responsible for some 20 residential burglaries had avoided apprehension despite extensive efforts by the dept. to locate him. This particular suspect became so bold as to actually threaten officers by phone who were trying to apprehend him. At one point in the investigation, I sought Lonnie's help in this case knowing his ability to come up with info. sometimes unavailible to officers. Lonnie did then provide addresses,etc. that directly led to the suspect's apprehension. The extent of his network of contacts in the community never ceases to amaze me and has become a real source of assistance to this dei. Even as I write this letter, I am aware that -Lonnie provided info. on some criminal activity just the night before. Lonnie has .never sought compensation or reward of any kind for his efforts and simply does what he does. -from a sense of what's right and just. Lonnie certainly has earned the respect of officers on this dept. and to me epitomizes what citizen involvement in fighting crime should be. Lt. As a lieutenant with the Lodi Police Department Lonnie has provided assistance to me and my staff on many occasions. As a result of his personal contacts and information gathered while employed as a security officer he has reported information on the location of numerous wanted persons and illegal narcotics users/dealers in our city and the county. Lonnie has also reported numerous suspicious persons/circumstances that he observed in the course of his private security duties. The Lodi Police Department has made many arr-sts as a result of the information provided by Mr. Wilson. Lonnie has always attempted to maintain a close working relationship with all law enforcement agencies. I was very pleased when Lonnie formed his own business, "Aces and rights Security". I have always found Lonnie to be a hard worker and very dedicated to providing the optimum service to -his clients. I am certain that dedication will continue now that he has his own enterprise.
