HomeMy WebLinkAboutAgenda Report - October 7, 1998 (108)AGENDA TITLE: Reject Bids and Authorize Readvertisement for Bids for Lodi Lake Wading Pool, 1101 West Turner Road MEETING DATE: October 7, 1998 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution rejecting all bids and authorizing readvertising for bids. BACKGROUND INFORMATION: This project will replace the 30+ -year-old wading pool at Lodi Lake Park. The existing pool does not meet Health Department water -quality requirements or Americans with Disabilities Act (ADA) accessibility standards. This project consists of a 30 -foot by 40 -foot pool, a mushroom fountain, ramp, equipment, shower, and various pumps, filters and piping. Option B is for the installation of a wrought -iron fence around the pool. This project was approved by the Parks and Recreation Commission at its November 4, 1997 meeting. The City received the following four bids for this project on September 2, 1998: Bidder Location Base Bid Base Bid + Option B Engineer's Estimate $ 74,089.00 $ 83,351.50 Geremia Pools Sacramento $ 121,250.00 $ 130,750.00 A. M. Stephens Construction Lodi $ 128,077.00 $ 141,377.00 Superior Enterprises Fair Oaks $ 132,370.59 $ 145,320.99 Diede Construction Woodbridge $ 151,832.00 $ 166,082.00 This project is being funded with Community Development Block Grant Funds which require that the contractor meet certain Disadvantaged Business Enterprise (DBE) program goals. The program goal for this project was 10% for disadvantaged - business participation and 1 % for female -owned business enterprise participation. If these goals are not met, the contractor must show that a good -faith effort was made to meet the goal. Geremia Pools, A. M. Stephens Construction, and Superior Enterprises all failed to meet the DBE program goals for this project and could not provide the City with proof of a good -faith effort and, therefore, were deemed nonresponsive. Diede Construction has informed staff that they made a good -faith effort but their bid is significantly higher than that of Geremia Pools. Staff is recommending that Council reject all bids and authorize readvertising for bids for this project. Dixon Flynn -- Ci Manager Creject.dw 09/30/98 RESOLUTION NO. 98-142 A RESOLUTION OF THE LODI CITY COUNCIL REJECTING ALL BIDS FOR LODI LAKE WADING POOL, 1101 WEST TURNER ROAD, AND AUTHORIZING READVERTISEMENT WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on September 2, 1998 at 11:00 a.m. for the Lodi Lake Wading Pool, 1101 West Turner Road, described in the specifications therefore approved by the City Council on November 19, 1997; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder/LocationOption Engineer's Estimate $ 74,089.00 $ 83,351.50 Geremia Pools, Sacramento A.
