A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
PARTICIPATION IN US COMMUNITIES NATIONWIDE
PURCHASING PROGRAM CONTRACTS FOR PURCHASE OF
DESKTOP AND NOTEBOOK COMPUTERS

WHEREAS, on June 16, 1999, the City Council adopted Resolution No. 99-88
authorizing staff to purchase desktop computers as budgeted for 1999-2001, in
aggregate amounts of $15,000 or less, using State of California CMAS agreements with
Micron and Deli; and
WHEREAS, US Communities Government Purchasing Alliance offers an
alternative. The Alliance is the primary program offered by the US Communities
Purchasing and Finance Agency, a non-profit public -benefit corporation established as
an "instrumentality" of government to help local agencies reduce the cost of, and to help
manage the financing of, purchased goods; and
WHEREAS, Contracts with Dell and Micron were competitively bid by Fairfax
County, Virginia, and offer discounts similar to those enjoyed by the City under CMAS
contracts. However, under US Communities sponsorship the agreements are available
to cities without the 1.21% CMAS administrative fee. With adoption of this Resolution,
staff would have the ability to purchase budgeted notebook computers as well as
desktop computers, using whichever contract offers the best value to the City, without
further competitive bidding; and
WHEREAS, it is therefore recommended that the City Council authorize staff to
purchase notebook and desktop computers as approved in the 1999-2001 budget, in the
amounts of $15,000 or less, using Fairfax County -bid and US Communities -sponsored
agreements with either Micron or Dell, without further competitive bidding or Council
approval; and
WHEREAS, staff will continue to provide the City Council with quarterly reports
of purchases under this Resolution and Resolution No. 99-88, and for computer
purchases in excess of $15,000, staff will continue to submit its recommendations to the
City Council for review prior to purchase or solicitation of bids.
NOW THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize staff to purchase desktop computers as budgeted for 1999-2001, in aggregate
amounts of $15,000.00 or less, from either Micron Electronics or Dell Computers, under
competitively -bid contracts awarded to each by Fairfax County, Virginia, through
sponsorship by the US Communities Government Purchasing Alliance.
