A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
PARTICIPATION BY THE CITY OF LODI IN THE US
COMMUNITIES NATIONWIDE PURCHASING PROGRAM

WHEREAS, in November 1991, the City Council adopted Resolution 91-217 authorizing the
City's participation in a statewide purchasing program jointly sponsored by the County Supervisors
Association of California and the League of California Cities; and
WHEREAS, that arrangement, called the California Communities Purchasing Program, was
established to provide local governments the power to purchase products and services at volume
discounts normally available only through large national or regional contracts; and
WHEREAS, since 1991 the City has used Santa Clara County and Los Angeles County
contracts under California Communities sponsorship, to purchase office systems furniture and
computer peripherals and software at substantial savings, and the City will continue to use these
contracts where it is advantageous to do so; and
WHEREAS, US Communities, a non-profit public benefit corporation jointly sponsored by
the National Association of Counties and the United States Conference of Mayors, is offering
competitively -bid contracts to cities and counties across the nation through the US Communities
Government Purchasing Alliance. Contracts with Micron, Dell, IBM, CompUSA and Wareforce offer
volume discounts on computer hardware and software, while contracts with other national suppliers
offer significant savings on office furniture, electrical supplies, and office products; and
WHEREAS, Government Code §6502 authorizes the City to participate jointly with other
public agencies in such a program, and Lodi City Code §3.20.070 allows alternative methods of
procurement when such methods are in the best interest of the City. Under the program, the City
would not only enjoy volume pricing, but would save the time and expense of competitive bidding on
previously bid contracts.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorizes
the City of Lodi to participate in a nationwide purchasing program sponsored by US Communities
Government Purchasing Alliance.
