HomeMy WebLinkAboutResolutions - No. 2000-139RESOLUTION NO. 2000-139 A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE CONTRACT FOR BECKMAN ROAD RECONSTRUCTION AND BIKE LANE STRIPING, 1,000 FEET SOUTH OF VINE STREET TO 700 FEET NORTH OF PINE STREET -------------------------------------------------------------------- WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council sealed bids were received and publicly opened on July 26, 2000, at 11:00 a.m. for Beckman Road Reconstruction and Bike Lane Striping, 1,000 Feet South of Vine Street to 700 Feet North of Pine Street, described in the specifications therefore approved by the City Council on June 7, 2000; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Location Base Bid Optional Bid Items Total Engineer's Estimate $633,749.50 $131,520.00 $765,269.50 *Granite Construction Company Stockton $713,420.00 $201,867.40 $915,287.40 A. M. Stephens Construction Lodi $812,474.50 $130,763.00 $943,237.50 'This project had a Disadvantaged Business Enterprise (DBE) goal of 11%. This contractor has listed only 0.4% of the contract work being done by a certified DBE subcontractor. The contractor made a good -faith effort to get DBE bidders; however, other than the one DBE listed, they received no response from the DBE's contacted. Their contact with DBE's included advertising in four trade publications and telephone/fax solicitations. Staff feels that the contractor's efforts to recruit DBE's for this project meet the guidelines of the DBE program. We also note that the second bidder had 0% DBE participation. WHEREAS, this project is being funded with State and Federal funds which fequire that the contractor meet certain Disadvantaged Business Enterprise (DBE) program goals; and WHEREAS, the program goal of this project was 11 % for disadvantaged -business participation, and if these goals are not met, the contractor must show that a good -faith effort was made to meet the goal; and WHEREAS, Granite Construction has listed only 0.4% of the contract work being done by a certified DBE subcontractor. Their contact with DBE's included advertising in four trade publications and telephone/fax solicitations; and WHEREAS, staff recommends award of the contract for Beckman Road Reconstruction and Bike Lane Striping, 1,000 Feet South of Vine Street to 700 Feet North of Pine Street to Granite Construction, of Stockton, California; and WHEREAS, staff further recommends that the City Council make a finding that the contractor's efforts to recruit DBE's for this project meet the guidelines of the DBE program. We also note that the second bidder had 0% DBE participation. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the contract for Beckman Road Reconstruction and Bike Lane Striping, 1,000 Feet South of Vine Street to 700 Feet North of Pine Street be and the same is awarded to Granite Construction of Stockton, California in the amount of $915,287.40; and BE IT FURTHER RESOLVED, that the Lodi City Council hereby makes the finding that the contractor, Granite Construction of Stockton, California has provided proof that a good -faith effort was made to meet the DBE goal; and BE IT FURTHER RESOLVED, that funds be appropriated as follows: Federal Funds (STIP) $408,670.00 State Funds (STP) 374,000.00 TDA 125,897.40 White Slough Road Maintenance 6.720.00 SUBTOTAL $915,287.40 Testing and Contingencies @ 5% (TDA) 45.000.00 TOTAL $960,287.40 Dated: August 2, 2000 I hereby certify that Resolution No. 2000-139 was passed and adopted by the City Council of the City of Lodi in a regular meeting held August 2, 2000, by the following vote: AYES: COUNCIL MEMBERS -- Hitchcock, Land, Nakanishi, Pennino and Mann (Mayor) NOES: COUNCIL MEMBERS — None ABSENT: COUNCIL MEMBERS — None ABSTAIN: COUNCIL MEMBERS — None SUSAN J.
