A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
OF LODI TO SPONSOR LODI UNIFIED SCHOOL DISTRICT'S
CONGESTION MITIGATION AND AIR QUALITY (CMAQ) GRANT
APPLICATION TO SAN JOAQUIN COUNCIL OF GOVERNMENTS
(SJCOG), AND FURTHER AUTHORIZING THE CITY MANAGER TO
SUBMIT PUBLIC WORKS DEPARTMENT'S CMAQ GRANT
APPLICATIONS TO SJCOG
WHEREAS, Lodi Unified School District wishes to apply for Congestion
Mitigation and Air Quality Grant funds for 28 CNG school buses to replace 20 23 -year
old diesel buses, and for a slow-fill/fast-fill CNG station; and
WHEREAS, under TEA21 legislation, school districts became eligible for CMAQ
funding, and LUSD will be the first school district to apply for these funds; and
WHEREAS, the existing diesel buses are the oldest and worst polluters in San
Joaquin County, and for that reason alone, is a very worthy project; and
WHEREAS, LUSD will realize an estimated fuel cost savings of $140,000 per
year for the 28 buses. The 28 buses and the fueling station will cost well over
$3,000,000, with costs still being developed for the fueling station; and
WHEREAS, in order for LUSO to apply for these funds, the City of Lodi must
sponsor the application; and
WHEREAS, the City of Lodi Public Works Department also wishes to apply for
CMAQ grant funds for the following projects:
• Replace 6 Dial -A -Ride buses with new CNG buses $360,000
• Fixed -time traffic signal upgrade at Church and Lockeford Streets $180,000
• Signal to replace 4 -way stop at Elm Street and Mills Avenue, lighting ramps $125,000
• Signal interconnect on Lodi Avenue to be determined
• Gap closure, Kettleman Lane from Ham Lane to Mills Avenue to be determined
(street widenings are not eligible, but gap closures are)
• Replace 3 LPD gas patrol cars with CNG patrol cars $ 90,000
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the
City of Lodi to sponsor Lodi Unified School District's Congestion Mitigation and Air Quality
(CMAQ) Grant Application to San Joaquin Council of Governments; and
BE IT FURTHER RESOLVED, that the Lodi City Council hereby authorizes the City
Manager to submit the Public Works Department's Congestion Mitigation and Air Quality grant
applications to the San Joaquin Council of Governments for the following projects:
