HomeMy WebLinkAboutResolutions - No. 2000-106RESOLUTION NO. 2000-106 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT TO TEMPLE BAPTIST CHURCH ------------------------------------------------------------------- WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, Temple Baptist Church located at 801 S. Lower Sacramento Road is nearing the final construction phase of a 25,000 square foot Worship Center. The facility will seat in excess of 900 and is scheduled to be in use and operational by the fall of this year; and WHEREAS, the City of Lodi Electric Utility, in partnership with Energy Masters, International, reviewed various plans and submittals on the Worship Center. Based upon the review of this new construction project, the following energy conservation measures are proposed: > energy efficient lighting: electronic ballasts, motion sensors & photo cells, light - emitting diode (LED) exit signs, and T-8 fluorescent lamps; > HVAC: 12 highlyefficient heating & cooling units (all units feature economizers with outside -air capabilities; all units, based upon designated tonnage, meet or exceed the appropriate Seasonal Energy Efficiency Rating); > window tinting: over 720 square feet of west and south facing windows at the facility are tinted with bronze solar -insulation material to deflect the sun's rays; > day -lighting: otherwise known as sky -lighting or free -lighting; the lobby area of the new Temple Baptist Church Worship Center is constructed of energy efficient, insulated sky -lights (this is designated as an energy efficiency improvement because the customer is utilizing natural light for lighting purposes versus lighting that requires electricity). WHEREAS, the Public Benefits Program Grant in the amount of $39,224.55 reflects a 25% incentive of the total cost of the identified and recommended energy efficiency improvements (material and cost only) to Temple Baptist Church; and WHEREAS, the Electric Utility Department recommends that the City provide a Public Benefits Program Grant of $39,224.55 for a demand-side management project at Temple Baptist Church. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program Grant in the amount of $39,224.55 to Temple Baptist Church for the above-mentioned project.
