A RESOLUTION OF THE LODI CITY COUNCIL APPROVING A PUBLIC
BENEFITS PROGRAM GRANT FOR A SERIES OF ENERGY EFFICIENCY AND
IMPROVEMENT PROJECTS AT CITY -OWNED AND OPERATED FACILITIES,
AND AUTHORIZE THE CITY MANAGER TO EXECUTE AGREEMENT WITH
ENERGY MASTERS INTERNATIONAL, INC., TO IMPLEMENT THE PROJECTS
WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical
electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or
customer groups: commercial/industrial, residential, community/non-profit, and municipal; and
WHEREAS, this request for a Public Benefits grant is specifically designated under the
municipal category; and -
WHEREAS, in an effort to clearly identify existing electric energy consumption at various
City -owned and operated structures and facilities, the City embarked upon a highly detailed
energy assessment, commonly referred to as a "Comprehensive Engineered Analysis"; and
WHEREAS, the Electric Utility Department recommends approval of this funding request
as a qualifying component under the City of Lodi's Public Benefits Program; and
WHEREAS, the Electric Utility Department recommends that the City provide a Public
Benefits Program Grant in an amount not to exceed $630,000.00 for a series of energy efficiency
and improvement projects at City -owned and operated facilities, and further recommends
authorizing the City Manager to execute agreement with Energy Masters International, Inc., to
implement the projects as shown as follows:
> Fire Station Number 3- internal lighting retrofit;
> White Slough Wastewater Treatment Plant- internal lighting retrofit, installation of two
(2) highly efficient heat pumps, and the installation of programmable thermostats;
> Hutchins Street Square- lighting panel control improvements (as part of the H.S.S.
energy management system), and heating/air conditioning improvements in Kirst Hall;
> Parks & Recreation Administration/Office- internal lighting retrofit;
> Parks & Recreation Athletic/Event Fields- lighting retrofit for: Armory Park, Softball
Complex, Zupo Field, Grape Bowl, Kofu Park, Blakely Park, Emerson Park, Hale Park,
Lawrence Park, Legion Park, Lodi Lake, Salas Park, and Vinewood Park.
BE IT RESOLVED, that the Lodi City Council hereby approves a Public Benefits Program
Grant in an amount not to exceed $630,000.00, for a series of energy efficiency and
improvement projects at City -owned and operated facilities, and further authorizes the City
Manager to execute agreement with Energy Masters International, Inc., to implement the
projects referenced above.
