HomeMy WebLinkAboutAgenda Report - September 16, 1998 (56)AGENDA TITLE: Contract Award for Transit Buses' Conversion to Compressed Natural Gas (CNG) ($189,100) MEETING DATE: September 16, 1998 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above project to NGV Ecotrans Group, LLC, of Los Angeles, in the amount of $189,087.46 and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: This project will convert the existing Dial -A -Ride buses from diesel/gas to CNG. The CNG station at E. F. Kludt and Sons opened recently so a fueling facility is available. Each engine conversion will take approximately two weeks. In 1996, the California Energy Commission awarded the City of Lodi a Petroleum Violation Escrow Account (PVEA) grant, Agreement No. MEM -96-014, for $95,000. In 1998, the San Joaquin Valley Unified Air Pollution Control District awarded the City of Lodi a Reduce Motor Vehicle Emissions (REMOVE) grant, Agreement No. 97-003, for $75,000. Plans and specifications for this project were approved on August 5, 1998. This was the only bid the City received. Dixon Flynn - City Manager Caward 09!09/98 RESOLUTION NO. 98-139 - , A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE CONTRACT FOR THE TRANSIT BUSES' CONVERSION TO COMPRESSED NATURAL GAS (CNG), AND APPROPRIATING FUNDS TO COVER THE PROJECT WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on September 8, 1998, at 11:00 a.m, for Transit Buses' Conversion to Compressed Natural Gas (CNG), described in the specifications, therefore approved by the City Council on August 5, 1998; and WHEREAS, said bids have been compared, checked, and tabulated and a report 'thereof filed with the City Manager as follows: Bidder Location Bid NGV Ecotrans Group, LLC Los Angeles $189,087.46 WHEREAS, the City Manager recommends award of the contract for Transit Buses' Conversion to Compressed Natural Gas (CNG) to the sole bidder, NGV Ecotrans Group, LLC of Los Angeles, California. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the contract for Transit Buses' Conversion to Compressed Natural Gas (CNG), be and the same is hereby awarded to NGV Ecotrans Group, LLC of Los Angeles, California, the sole bidder, in the amount of $189,087.46; and project: BE IT FURTHER RESOLVED that funds be appropriated as follows to cover this Petroleum Violation Escrow Account $95,000.00 Reduced Motor Vehicle Emissions $75,000.00 Transportation Development Act $28,550.00 Dated: September 16, 1998 -------------------------------------------------------------------- -------------------------------------------------------------------- hereby certify that Resolution No. 98-139 was passed and adopted by the City Council of the City of Lodi in a regular meeting held September 16, 1998, by the following vote: AYES: COUNCIL MEMBERS — Johnson, Land, Mann and Sieglock (Mayor) NOES: COUNCIL MEMBERS — None ABSENT: COUNCIL MEMBERS — None ABSTAIN: COUNCIL MEMBERS — Pennino AWA'.
