RECOMMENDED ACTION: That the City Council authorize the City Manager to provide a Public
Benefits Program grant in the amount of $150,000 to Hutchins Street
Square and Performing Arts Center.
BACKGROUND INFORMATION: The Hutchins Street Square and Performing Arts Center renovation project
involved modifications and upgrades related to electric energy efficiency
improvements. As such, a portion of the renovation costs qualify for
funding as part of a City Public Benefits Program. The Electric Utility
Department recommends a grant for $150,000 toward the above
modifications and upgrades be awarded.
Approval of the above would bring calendar year 1998 Public Benefits Program grants to a total of $275,000. The
City's obligation for this calendar year for all related Public Benefits Program spending is approximately $1.OM.
The Electric Utility, with the help of other City department's staff, is working to identify other areas where ongoing
and future city expenses may also qualify for funding under a Public Benefits Program. These City candidates for
inclusion in a Public Benefits Program along with other customer candidates will be presented to the Council at a
future meeting.

RESOLUTION NO. 98-136
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS
CHARGE (PBC) GRANT TO HUTCHINS STREET SQUARE AND
PERFORMING ARTS CENTER
WHEREAS, the State has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on a historical electric revenue requirement; and
WHEREAS, the requirement amount to approximately $1 M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that
these efforts must be done on the customer's side of the meter in order to qualify.
WHEREAS, following the Electric Utility Department's review of Hutchins Street
Square and Performing Arts Center renovation project, it was determined that some of
the modifications and upgrades related to electric energy efficiency improvements; and
WHEREAS, the Electric Utility Department recommends that the City provide a
PBC grant of $150,000 toward the energy efficient modifications and upgrades and
include the cost of the grant as part of the City's required PBC outlay.
BE IT RESOLVED, that the Lodi City Council hereby authorizes the City
Manager to provide a Public Benefits Charge (PBC) Grant in the amount of $150,000 to
Hutchins Street Square and Performing Arts Center.
