Acquisition/Ownership/Construction of the Lodi Multimodal Station

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
City Manager to execute an amendment to the agreement with the
San Joaquin Regional Rail Commission (SJRRC) for the
acquisition/ownership/construction of the Lodi Multimodal Station.
BACKGROUND INFORMATION: On April 2, 1997, the City Council approved an agreement with
SJRRC for the site acquisition, design, and construction of the Lodi
multimodal station. As part of that agreement, SJRRC was
responsible for bidding and awarding the construction project as well
as for processing of payments from the construction contractor.
Due to reduced staffing at SJRRC and its potential adverse impact on the delivery of the multimodal
station, SJRRC has requested that the City of Lodi assume responsibility for bidding, award and
payment processing for the construction of the station. We intend to handle these tasks with current
staff, including our contracted Construction Manager, Gary Wiman, who is currently wrapping up work at
Hutchins Street Square. These costs will be charged to the project.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AMENDMENT TO THE AGREEMENT WITH THE SAN
JOAQUIN REGIONAL RAIL COMMISSION (SJRRC) FOR
THE ACQUISITION/OWNERSHIP/CONSTRUCTION OF
THE LODI MULTIMODAL STATION
WHEREAS, on April 2, 1997, the City Council approved an agreement with the
San Joaquin Regional Rail Commission for the site acquisition, design, and construction
of the Lodi Multimodal Station; and
WHEREAS, as part of the agreement, SJRRC was responsible for bidding and
awarding the construction project as well as for processing of payments from the
construction contractor; and
WHEREAS, due to reduced staffing at SJRRC and its potential adverse impact on
the delivery of the multimodal station, SJRRC has requested that the City of Lodi assume
responsibility for bidding, award and payment processing for the construction of the
station.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes the City Manager to execute an Amendment to the Agreement with the San
Joaquin Regional Rail Commission (SJRRC) for the acquisition/ownership/construction of
the Lodi Multimodal Station.
