RECOMMENDED ACTION: That the City Council adopt the attached resolution amending Section 2C of Traffic Resolution
#97-148 by approving the traffic control conversion at the intersection of Elm Street and
Sacramento Street from a two-way stop to a four-way stop, as shown on Exhibit A.
BACKGROUND INFORMATION: The intersection of Elm Street and Sacramento Street has been studied due to
complaints received and a recent increase in accidents. The concerns are that when
stopped on Elm Street it is difficult to see traffic approaching on Sacramento Street due
to vehicles parked adjacent to the intersection. Staff has field checked this intersection
and agrees that visibility is affected by these parked vehicles, particularly when eastbound on Elm Street, because it is
difficult to see around vehicles that are parked diagonally. Currently, Elm Street traffic is controlled by stop signs and
Sacramento Street traffic is uncontrolled.
Since 1990, we have received several complaints related to visibility problems at this intersection from citizens, the
Fire Department, City Transit, and, most recently, the Downtown Lodi Business Partnership (DLBP) (Exhibit B). In 1994,
the intersection was studied based on complaints and the results were presented to Council; however, at that time Caltrans
guidelines for a multi -way stop control were not satisfied and no action was taken.
A recent review of accidents over the three-year period from 1995 to the present indicates there were nine accidents
correctable with the installation of a multi -way stop control, six of which occurred within the past ten months (Exhibit C).
The Caltrans guideline related to accidents requires that there be at least five accidents correctable with the installations of
multi -way stops within a recent 12 -month period. Due to the recent increase in accidents, Caltrans guidelines for the
consideration of a multi -way stop control are now satisfied. Traffic volumes entering the intersection from both streets are
about equal, which is also desirable when considering a multi -way stop control.
DISCUSSION/RECOMMENDATION: Before installing a traffic control device as restrictive as a multi -way stop, other
methods to reduce accidents at the intersection were reviewed. At this location, the only action that would reduce accidents
would be to improve visibility by eliminating more parking. This option was discussed in the report presented to Council in
1994, but rejected due to the high parking demand in the area and objections from business owners. Based on the number
of accidents, relatively equal traffic volume split, lack of reasonable alternatives to reduce accidents, and continuing safety
concerns expressed, staff recommends that City Council approve the installation of multi -way stop controls at this
intersection.
FUNDING: Funding to modify signing and pavement legends from the Street Maintenance Account at an approximate
cost of $500.

Numerous merchants have brought to our attention the hazard resulting from high
traffic volume coupled with very poor visibility. This situation will only worsen as
business activity in Downtown Lodi increases.

APPROVING THE TRAFFIC CONTROL CONVERSION
FROM A TWO-WAY STOP TO A FOUR-WAY STOP AT
THE INTERSECTION OF ELM STREET AT SACRAMENTO
STREET AND THEREBY AMENDING TRAFFIC
RESOLUTION NO. 97-148
WHEREAS, a study has been prepared based on concerns expressed related to a
recent number of accidents; and
WHEREAS, Elm Street traffic is currently controlled at the intersection by stop
signs and Sacramento Street traffic is uncontrolled.
BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve
the conversion from a two-way stop to a four-way stop at the intersection of Elm Street
and Sacramento Street; and
BE IT FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 97-148,
Section 2(C) "Stop Intersections" is hereby amended by the conversion from a two-way
stop to a four-way stop at the intersection of Elm Street and Sacramento Street.
