AGENDA TITLE: Mills Avenue Crossing at Woodbridge Irrigation District Canal MEETING DATE: March 19, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council direct staff to continue with plans to include the Woodbridge Irrigation District Canal (WID) crossing with the Mills Avenue bridge project. BACKGROUND INFORMATION: At its December 23, 1996 meeting, the Lodi Planning Commission approved the tentative map for development of the Tsutaoka property located along the future Mills Avenue alignment between Kettleman Lane and the WID. A map of the project, Bridgewood Estates, is shown in Exhibit A. One of the recommended conditions of the map was that the developer construct the WID street crossing per the City's General Plan. The developer would be reimbursed for the cost of the crossing under the terms of the City's impact fee and reimbursement ordinances. A number of residents north of the WID objected to construction of this street crossing and the Planning Commission deleted this condition from the map approval. However, this action did not mean the crossing would not be built and left its status undecided. Staff is bringing this item to the City Council to obtain direction. Plans for the Crossing Mills Avenue south of Vine Street was constructed in 1968 as part of the Royal Crest, Unit 1 subdivision. The street was "stubbed" south to the WID Canal for future extension southerly (see Exhibit B). The continuation of Mills Avenue to Kettleman Lane was included in the 1968 "Report on Major Streets and Traffic Improvements" and has been included in the General Plan and accompanying Street Master Plans since that time. Projected daily traffic volumes for Mills Avenue between Kettleman Lane and Vine Street, per these reports, range from 8,910 in the 1968 study to 11,000 in the 1991 General Plan. Given the planned growth in the southwest area, this increase is understandable. Longer -range projections done for the 1991 General Plan Environmental Impact Report show the volume peaking at 13,000 even with significant growth south of Hamey Lane. These plans call for Mills Avenue to be a major collector street with two lanes and left -turn lanes as needed. However, with the adoption of the Tienda Drive Planned Alignment in 1992, the portion of Mills Avenue between Kettleman Lane and Tienda Drive is planned for four lanes. The Mills/Tienda intersection is planned to be four -way -stop controlled. APPROVED: H. Staff has, on numerous occasions, answered calls from residents and realtors about when Mills Avenue would be extended between Kettleman Land and the WID. Our answer has always been, "When the adjacent land develops." Issues The issues involved with the extension of Mills Avenue have been organized into the following points based on the comments made at the Planning Commission meeting and others staff has received: • "Too much traffic for a residential street° - The projected volumes are above those one would expect on a typical residential street which only serves adjacent homes; however, not all residential streets enjoy such low traffic volumes. Traffic volumes throughout Lodi are shown in the map in Exhibit C. Some two-lane streets in residential areas with relatively high volumes are: Hutchins Street south of Vine Street 16,000 Ham Lane north of Lodi Avenue 15,000 Lockeford Street west of California Street 9,500 Church Street north of Tokay Street 8,000 Mills Avenue north of Lodi Avenue 7,000 • "The street will need to be widened someday" - None of the past plans project that Mills Avenue will need to be widened. Two-lane collector streets can comfortably carry 14,000 vehicles per day, and higher, with some congestion at peak hours. Even the new section of Mills Avenue being built south of the WID will only be two lanes. If widening was considered likely, staff would not have recommended the new street only have two lanes. "Heavy traffic should be directed to Ham Lane or Lower Sacramento Road" - Through various traffic controls and street layout, heavy traffic will be directed to these streets. However, collector streets are a necessary part of doing this. A key component in keeping reasonable traffic volumes on residential collector streets is to have an adequate network such that drivers can take a relatively direct route and not have to concentrate on fewer streets and travel further distances. Traffic that cannot use the proposed crossing will have to use other streets, thus increasing traffic on Vine Street, Tokay Street and Interlaken Drive as well as portions of Ham Lane, Lower Sacramento Road and Kettleman Lane. The same arguments regarding the extension of Mills Avenue could be made for the portion of Mills Avenue north of Lodi Avenue, or Tokay Street, Vine Street and Elm Street between Ham Lane and Lower Sacramento Road. These streets provide collector functions and are controlled by traffic signals at their intersections with the adjacent arterial streets and with four-way stops where they intersect (see Exhibit D). Not extending Mills Avenue has the same type of effect as blocking these streets. There is the benefit of reduced traffic in front of a few homes, but more traffic in front of other homes and more vehicle miles traveled by many citizens. "Speeds will be too high" - Speed limits on Mills Avenue are 30 mph south of Lodi Avenue and 35 mph north of Lodi Avenue. Prevailing speeds (85th percentile) between Vine Street and Elm Street are 36 to 37 mph and 33 to 34 mph south of Kettleman Lane. These are only slightly higher than the 30+ mph prevailing speeds on typical residential streets even though they are subject to the 25 mph prima facie speed limit. While speeds in the segment south of Vine Street will increase slightly, the grade and alignment of the WID crossing and extension through the Bridgewood subdivision should result in prevailing speeds more similar to the segment south of Kettleman Lane than the segments north of Lodi Avenue, MILLSBRG.DOC 3/12/97 Mills Avenue Crossing at Woodbridge Irrigation District Canal March 19, 1997 Page 3 Options Staff sees the following range of options and recommends the first one: 1. Proceed with the WID crossing in conjunction with adjacent development - While the developer cannot be required to install the WID crossing given the Planning Commission's action, staff may be able to work with them, or their engineer, to have the work done in conjunction with the project or, at worst, done separately in the same time frame. 2. Defer action on the crossing, but leave the streets stubbed for future construction - This only puts off the issue for some future date. 3. Drop the project - This action would indicate that the stub section north of the WID be abandoned and the Bridgewood subdivision redesigned, and any future opportunity to install the crossing would be effectively lost. In summary, having witnessed the traffic buildup on our street during the ten years of our residency, we are mainly concerned about: 1) SAFETY, in exiting our garage, which is presently hazardous due to speeding vehicles 2) INCREASED NOISE, in what is still a relatively quiet neighborhood 3) SAFETY of children who cross Mills Avenue going to and from Vinewood and Middle schools 4) the pursuance of a developer -oriented request by the Planning Commission and Department of Public Works which is not essential to the developer's project because of at least three other accesses to and through the parcel, at the expense of present residents who would like to preserve as much safety and quiet as possible. Please give our honest concerns the consideration deserved, and stop the subject project. Box 1360 Lodi, CA 95241 Dear Sir: I too want to voice my unhappiness with our City Council - Keith Land, excluded, regarding their recent decision on their approval on the extension of Mills Avenue. At the time that I purchased my home on Mills Avenue, one of my concerns was the dead end, would it ever go through? I was told by the Realtor then, that it does not look like the city plans on doing any extension, but I would be notified in plenty of time if they ever changed their plans. I have lived on Mills over 16 years, so periodically I would call the City Planning Department to see if things had changed; again I was told - nothing new or nothing is on the books for the future - but that you will be notified in plenty of time if the City does plan on changing. Now, my question is this - Why were we all of us, who live on Mills Ave.) not notified? Why is it, that only a few owners actually received a letter from the City of Lodi, when the rest of us that live on Mills heard nothing? I found out about the extension from one of the few owners, who hastily put together a partition to stop the extension. Why were we not told that the traffic would be increased to 10,000 cars a day? Why were we not told, that the value of our homes would automatically (on the Council's vote) be decreased by $20,000. (Thanks Guys I can really afford that!! Can I expect a check for reimbursement from the City?) Why were we not told that Mills will eventually end up being as busy as Ham Lane and Turner Road? Why is it that our City Engineer Richard Prima - states that "Mills is a Collector Street - that has been planned and designed to carry a lot more traffic". (News to me!) Obviously he has not heard of the words change, redesign and amend.! Why were we not told that our children living on Mills or going to school on Mills, would be in danger of their lives? A copy of the staff report on the matter is enclosed for your information. The extension of Mills Avenue has been planned for over 30 years. The most recent updates of this planning in the 1991 General Plan update fully considered development at the "Four Comers". In addition, the future street extension has been evident for that amount of time by the existence of a dead-end street "stub" at the Woodbridge Irrigation District canal. The Council was also concemed over the fate of residents, both present and future, whose only access to the core of the City is via a very busy state highway, Kettleman Lane. The Mills Avenue extension will provide a substantially less busy alternate access, not only for motorists, but for pedestrians and bicyclists. Thus a pedestrian/bicycle bridge would not meet this concern. The schools you mention are located on streets that are similar to Mills Avenue. Similar, or even higher, traffic volumes are anticipated on some of these streets. Right now, Elm Street at Reese School carries over 6,000 vehicles per day. To the extent that each and every vehicle on the road poses a potential safety risk to pedestrians and bicyclists, there is some potential effect on the south portion of Mills Avenue as it exists today. However, in the context of the entire City and the other streets, such as Vine and Tokay Streets, that will have to carry the redirected traffic out to Ham Lane or Lower Sacramento Road, this potential effect is not unreasonable. BACKGROUND INFORMATION: At its December 23, 1996 meeting, the Lodi Planning Commission approved the tentative map for development of the Tsutaoka property located along the future Mills Avenue alignment between Kettleman Lane and the WID. A map of the project, Bridgewood Estates, is shown in Exhibit A. One of the recommended conditions of the map was that the developer construct the WID street crossing per the City's General Plan. The developer would be reimbursed for the cost of the crossing under the terms of the City's impact fee and reimbursement ordinances. A number of residents north of the WID objected to construction of this street crossing and the Planning Commission deleted this condition from the map approval. However, this action did not mean the crossing would not be built and left its status undecided. Staff is bringing this item to the City Council to obtain direction. Plans for the Crossing Mills Avenue south of Vine Street was constructed in 1968 as part of the Royal Crest, Unit 1 subdivision. The street was "stubbed" south to the WID Canal for future extension southerly (see Exhibit B). The continuation of Mills Avenue to Kettleman Lane was included in the 1968 "Report on Major Streets and Traffic Improvements" and has been included in the General Plan and accompanying Street Master Plans since that time. Projected daily traffic volumes for Mills Avenue between Kettleman Lane and Vine Street, per these reports, range from 8,910 in the 1968 study to 11,000 in the 1991 General Plan. Given the planned growth in the southwest area, this increase is understandable. Longer -range projections done for the 1991 General Plan Environmental Impact Report show the volume peaking at 13,000 even with significant growth south of Harney Lane. These plans call for Mills Avenue to be a major collector street with two lanes and left -tum lanes as needed. However, with the adoption of the Tienda Drive Planned Alignment in 1992, the portion of Mills Avenue between Kettleman Lane and Tienda Drive is planned for four lanes. The Mills/Tienda intersection is planned to be four -way -stop controlled. APPROVED: H. Staff has, on numerous occasions, answered calls from residents and realtors about when Mills Avenue would be extended between Kettleman Land and the WID. Our answer has always been, "When the adjacent land develops." Issues The issues involved with the extension of Mills Avenue have been organized into the following points based on the comments made at the Planning Commission meeting and others staff has received: • "Too much traffic for a residential street'- The projected volumes are above those one would expect on a typical residential street which only serves adjacent homes; however, not all residential streets enjoy such low traffic volumes. Traffic volumes throughout Lodi are shown in the map in Exhibit C. Some two-lane streets in residential areas with relatively high volumes are: Hutchins Street south of Vine Street 16,000 Ham Lane north of Lodi Avenue 15,000 Lockeford Street west of California Street 9,500 Church Street north of Tokay Street 8,000 Mills Avenue north of Lodi Avenue 7,000 • "The street will need to be widened someday" - None of the past plans project that Mills Avenue will need to be widened. Two-lane collector streets can comfortably cant' 14,000 vehicles per day, and higher, with some congestion at peak hours. Even the new section of Mills Avenue being built south of the WID will only be two lanes. If widening was considered likely, staff would not have recommended the new street only have two lanes. "Heavy traffic should be directed to Ham Lane or Lower Sacramento Road" - Through various traffic controls and street layout, heavy traffic will be directed to these streets. However, collector streets are a necessary part of doing this. A key component in keeping reasonable traffic volumes on residential collector streets is to have an adequate network such that drivers can take a relatively direct route and not have to concentrate on fewer streets and travel further distances. Traffic that cannot use the proposed crossing will have to use other streets, thus increasing traffic on Vine Street, Tokay Street and Interlaken Drive as well as portions of Ham Lane, Lower Sacramento Road and Kettleman Lane. The same arguments regarding the extension of Mills Avenue could be made for the portion of Mills Avenue north of Lodi Avenue, or Tokay Street, Vine Street and Elm Street between Ham Lane and Lower Sacramento Road. These streets provide collector functions and are controlled by traffic signals at their intersections with the adjacent arterial streets and with four-way stops where they intersect (see Exhibit D). Not extending Mills Avenue has the same type of effect as blocking these streets. There is the benefit of reduced traffic in front of a few homes, but more traffic in front of other homes and more vehicle miles traveled by many citizens. "Speeds will be too high" - Speed limits on Mills Avenue are 30 mph south of Lodi Avenue and 35 mph north of Lodi Avenue. Prevailing speeds (85`h percentile) between Vine Street and Elm Street are 36 to 37 mph and 33 to 34 mph south of Kettleman Lane. These are only slightly higher than the 30+ mph prevailing speeds on typical residential streets even though they are subject to the 25 mph prima facie speed limit. While speeds in the segment south of Vine Street will increase slightly, the grade and alignment of the WID crossing and extension through the Bridgewood subdivision should result in prevailing speeds more similar to the segment south of Kettleman Lane than the segments north of Lodi Avenue. Proceed with the WID crossing in conjunction with adjacent development - While the developer cannot be required to install the WID crossing given the Planning Commission's action, staff may be able to work with them, or their engineer, to have the work done in conjunction with the project or, at worst, done separately in the same time frame. 2. Defer action on the crossing, but leave the streets stubbed for future construction - This only puts off the issue for some future date. 3. Drop the project - This action would indicate that the stub section north of the WID be abandoned and the Bridgewood subdivision redesigned, and any future opportunity to install the crossing would be effectively lost. L�ii Dear Mayor Pennino: Re: Opening Mills Avenue eggals opening "Pandora's Box" I am astonished that all (but one) of our Lodi City Councilmen cannot foresee the potential tragedies ahead if a South Mills Avenue auto bridge is built to Kettleman Lane/Hiway 12! Even though we have lived at the busy Mills/Tokay intersection 25 years, our location isn't our main concern_ Much of my life in Lodi was spent working through PTA's, Camp Fire Girls, and other organizations, for the welfare of children, and I cannot just sit by and watch this happen even though I am older now. This intersection, and also the Mills/Elm Street intersection are serviced by the very young Safety Patrol children from Pinewood and Erma B_ Reese Schools_ The building of this auto bridge would be a definite endangerment to the majority of the small children who attend these schools as they walk, skate and ride their bikes to not only these schools, but also to the playgrounds and adjacent parks. Even now, we have several drivers a day who speed right through the 4 -way stop, unaware. When traffic increases from 3,000 to 10,000 vehicles per day as projected by the city, Mills Avenue will become a "freeway". The News -Sentinel's business editor, Hal Silliman, christened the Wal-Mart/Target shopping center location with the name "Four Corners." When the two western parcels are also developed, what a giant beehive of traffic there will be, with Lodi residents traveling down Mills over the proposed bridge to shop _ _ _ -while traffic to Lodi's largest private industry, General Mills, will travel up Mills, increasing traffic to unimaginable amounts. This is a residential -only portion of Lodi and a Mills Avenue extension is inappropriate and would cause great danger to the children in this part of town. Is the Master Plan (written years ago) being stubbornly upheld, when it could easily be changed now to delete this bridge which will open a "Pandora's Box" of troubles? Writers of the Master Plan didn't know back then that the Kettleman/Lower Sac intersection would have every conceivable big box store, plus all the attendant smaller stores and restaurants that make a large shopping center. A small bikeway/footbridge is the solution. Let's ensure the welfare of children affected not only today, but all the way down through the years.... throughout Lodi's future! It is very unlikely that these two schools (plus the proposed new middle school farther down Mills) will be moved later. Please change this vote before it is too late_ Just one last question for the Council Members: How will you feel when precious young lives are lost due to this decision?
