AGENDA TITLE: Purchase of Five Police Patrol Vehicles ($127,810)
MEETING DATE: January 15, 1997

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
purchase of five police patrol sedans and service manuals under the
State of California Office of Procurement Contract for 1997 Model CHP
Class E Special Service Vehicles from Downtown Ford of Sacramento,
for a total of $120,313.92; authorize $7,500.00 to equip the five vehicles for service; and appropriate
funds in accordance with the recommendation shown below.
BACKGROUND INFORMATION: Six police patrol sedans were included in the 1996197 budget
(Exhibit A). One of these six (Unit 05-013) was replaced in
October 1996 after it sustained significant damage when struck by
a drunk driver. The patrol sedan we use is the Ford Crown Victoria
four -door sedan, CHP Special Service Vehicle.
It is recommended that the City Council authorize the ordering of five 1997 Ford Crown Victoria sedans
through the State of California Office of Procurement. We are also asking for authorization of $1,500.00
per car for labor to remove and reinstall existing emergency equipment (i.e., back seat, protective
screen, light bar, siren, shotgun rack, radio rack, push bumper, two-way radio, etc.), and $546.29 for
service and parts manuals. Finally, authorization is requested to either dispose of the old, used police
cars and unusable emergency equipment through Roger Ernst and Associates (auctioneers), of
Modesto, or sealed bid auction, or to consider reassignment of these units to other lighter -duty use.
If any of these are reassigned, the vehicles they replace will be removed from service. Funds received
from the sale of these vehicles should be deposited into the Equipment Replacement Fund.

ACTIVITY: Equipment Maintenance
REQUEST TITLE: Purchase of Police Patrol Sedans
Project Description
Purchase four police patrol sedans in 1995/96 and three more in 1996/97 as replacement vehicles for
cars that will meet their retirement schedule of four years or 96,000 miles during the next two years, and
obtain emergency equipment and accessories to fully equip these police patrol sedans for duty.
Additionally, we need two more patrol units in the 1995/96 budget to accommodate the change to a
12 -hour shift.
Project Objectives
1. Ensure that the Police Department is provided with safe, current, and effective pursuit patrol vehicles
for their daily support needs.
2. Ensure that quantities of pursuit patrol vehicles are adequate for staffing levels, providing for out -of -
service and emergency replacement situations.
Existing Situation
Sixteen police patrol sedans were approved in 1990/91, 1991/92, 1992/93, 1993/94 and 1994/95 to
replace existing vehicles. Four more are needed in the 1995/96 fiscal year to meet the current
replacement schedule of existing Dodge Diplomats, which are no longer manufactured.
The replacement patrol car is the Ford Crown Victoria four -door sedan at a current cost of $20,575 per
car. Due to changing the make and model, there are additional costs to modify and equip the vehicles
for service; i.e., back seat, protective screen, shotgun rack, radio rack, push bumper, etc. Emergency
equipment, purchased and installed, now costs $4,170 per car.
Because the current patrol cars will reach their designated retirement mileage of 96,000 miles by the
time these Crown Victorias can be ordered, received, and readied for service, and because the
availability of police patrol vehicles is limited to a very short order period, these sedans must be
approved in 1995/96.
In 1995/96, four of the five Crown Victorias that were purchased in 1990/91 and 1991/92 will reach their
designated retirement mileage and/or age and will need to be replaced. Our hope is that the design of
the car will not change significantly so that the emergency equipment in the current vehicles can be
reused again. Planning on this limits the cost of emergency equipment and accessories to installation
expenses only of approximately $1,500 per car.
Due to implementation of the 12 -hour patrol schedule, it is necessary to add two more patrol units to the
Police marked -unit fleet. This new schedule adds additional officers on patrol who, along with the current
number of motorcycle/bicycle officers, must be deployed effectively. Two additional, fully -equipped
patrol cars, including radios at $3,420 each, must be provided in the 1995/96 budget year.
Project Work Completed
The Police Department and the Public Works Equipment Maintenance Division came together several
years ago to form the Police Vehicle Committee, a group comprised of representatives from both
departments, to evaluate vehicles available to replace the Dodge Diplomat, which was no longer being
manufactured. The group's recommendation, which has been approved by Council five times in the last
five years, is to standardize the police patrol fleet with Ford Crown Victorias.

Alternatives
1. Do not replace police patrol sedans on the current schedule. This alternative would not
eliminate the need, only delay and consequently compound the amount of purchase dollars needed.
Additionally, it would require the Police Department to use older, higher mileage vehicles that could
be suspect of their ability to perform under emergency conditions. Because of being older, they
would also be technically further behind, and possibly not as safe. Savings in purchase costs would
be partly offset by greater mechanical repair and maintenance costs, and increased fuel use cost
would be likely.

REQUEST TITLE: Purchase of Police Patrol Sedans
2. Require the Police Department to use alternative modes of transportation or downsize their
patrol staff who require full-size patrol sedans. This altemative would require less officers at a
time when most communities are adding public safety personnel.
3. Change police patrol sedan selection to a less-expensive model. This alternative has been
considered. The Crown Victoria (full-size) patrol car is the car favored by the Lodi Police
Department and the Public Works Equipment Maintenance Division because of the number of units
presently in service. Performance, size, safety features, familiarity and serviceability are proven;
choosing a different make and model now , with the multiple benefits to be realized by the
"standardization" of the patrol fleet , would be ill advised.
Project Effect on Operating Budget
The current police patrol fleet consists of eighteen cars. Maintaining these units requires that monies for
fuel, car wash, maintenance and repairs be annually budgeted.

RESOLUTION NO. 97-03
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE PURCHASE OF
FIVE POLICE PATROL SEDANS UNDER THE STATE OF CALIFORNIA OFFICE OF
PROCUREMENT CONTRACT FROM DOWNTOWN FORD OF SACRAMENTO, AND
FURTHER AUTHORIZING THE APPROPRIATION OF FUNDS TO EQUIP THE FIVE
VEHICLES FOR SERVICE FOR THE LODI POLICE DEPARTMENT

WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for
purchases of supplies, services or equipment when it is in the best interests of the City
to do so; and
WHEREAS, six police patrol sedans were included in the 1996197 budget; and
WHEREAS, the patrol sedan that we now use is the Ford Crown Victoria four -
door sedan, CHP special service vehicle; and
WHEREAS, it is staff recommendation that we place an order under the State of
California Office of Procurement Contract for five 1997 Ford Crown Victoria Sedans,
Model CHP Class E Special Service Vehicles from Downtown Ford of Sacramento for a
total of $120,313.92; and
WHEREAS, staff also recommends authorization to contract for labor to remove
and reinstall existing emergency equipment, i.e. back seat, protective screen, light bar,
siren, shotgun rack, radio rack, push bumper, two-way radio, etc., at the approximate
cost of $1,500.00 per vehicle; and
WHEREAS, staff further recommends authorization to either dispose of the old,
used police vehicles and unusable emergency equipment through Roger Ernst and
Associates (auctioneers) of Modesto, or sealed bid auction.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby authorize staff to place an order under the State of California, Office of
Procurement for the purchase of five 1997 Ford Crown Victoria Sedans at a cost of
$120,313.92; and
BE IT FURTHER RESOLVED that the City Council hereby authorizes staff to
contract for labor to remove and reinstall existing emergency equipment at an
approximate cost of $1,500.00 per vehicle; and
BE IT FURTHER RESOLVED that the City Council hereby authorizes staff to
purchase service and parts manuals at a cost of $546.29.
BE IT FURTHER RESOLVED that staff is hereby authorized to dispose of the
old, used police vehicles and unusable emergency equipment through Roger Ernst and
Associates of Modesto or through sealed bid auction, or consider reassignment of these
units to lighter -duty use. Any funds received from the sale of these vehicles should be
deposited into the Equipment Replacement Fund.
