HomeMy WebLinkAboutResolutions - No. 92-125RESOLUTION NO. 92-125 --------------------- --------------------- A RESOLUTION OF THE LODI CITY COUNCIL ACKNOWLEDGING THAT THE REGIONAL GROWTH MANAGEMENT TASK FORCE HAS COME TO THE CONCLUSION THAT THERE IS A NEED TO SEEK A CHANGE IN THE CURRENT PROCESS DEALING WITH ISSUES THAT ARE REGIONAL IN SCOPE THROUGH THE SAN JOAQUIN COUNTY COUNCIL OF GOVERNMENTS. ----------------------------------------------------------------------- ----------------------------------------------------------------------- WHEREAS, issues facing San Joaquin County of regional significance require the identification and enhancement of a collaborative process for resolution; and WHEREAS, the State's intent to bring about collective efforts at the local government level may create additional layers of bureaucratic structure that may or may not impact the original intent of the legislation in resolving regional issues; and WHEREAS, the Council of Governments should be the forum for addressing regional issues; and WHEREAS, there are particular issue areas where existing structures provide an effective forum to address these regional issues; and WHEREAS, there is a need to establish the regional agency as a defined forum for identification, analysis and debate about regional issues, not the establishment of a new governmental entity; and WHEREAS, the process established for this forum should be one that evolves, through its members to support its role over time; and WHEREAS, there is an essential need to enhance the involvement of private sector leadership from throughout the region in the consideration of actions on regional issues; NOW, THEREFORE, BE IT RESOLVED, that the San Joaquin County Council of Governments be identified as the regional forum in facilitating a process of local governance addressing regional issues; and BE IT FURTHER RESOLVED, that the Council of Governments should be considered to include habitat mitigation and air quality management beyond those delegated or mandated today; and BE IT FURTHER RESOLVED, that an expanded role for citizen input be established, providing direct recommendations to the Board with the composition of the Citizens Advisory Committee being made up of broad representation of leadership from throughout the region; and BE IT FURTHER RESOLVED, that the intent in the recommended actions is that the Council of Governments will be a facilitator and forum for regional issues and will not move to a position beyond this role without the explicit approval of all of the local member agencies.
