HomeMy WebLinkAboutAgenda Report - March 5, 1997 (55)•tOFf U 1COUNCIL COMMUNICATION ctFoa: AGENDA TITLE: Professional Engineering Service Contracts for Central City Revitalization Improvement Project for Cherokee Lane Construction ($78,010) MEETING DATE: March 5, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the City Manager to execute agreements with CHEC Engineering Consultants and Baumbach & Piazza for the purpose of providing construction engineering services for the Cherokee Lane portion of the Central City Revitalization Improvement Project. BACKGROUND INFORMATION: At its February 5, 1997 meeting, City Council awarded the Cherokee Lane portion of the Central City Revitalization Improvement Project to Granite Construction. One of the critical aspects of this project will be the construction of the rubberized asphalt surfacing as it is a fairly new process and has not been used in Lodi. The advantages of the rubberized asphalt are that it will help to prevent cracks in the existing pavement from reflecting through to the surface and it is supposed to provide a quieter riding surface. CHEC Engineering Consultants has advised the City of Lodi on previous paving projects and has expertise in the use, installation and performance of rubberized asphalt concrete surfacing. We have received a quote from CHEC Engineering Consultants of $22,213 to review the submitted mix designs and to provide a field engineer/lead inspector to ensure quality control and specification compliance during the placement of the rubberized asphalt. We have also received a quote from Baumbach & Piazza to perform the construction staking on the Cherokee Lane portion of the Central City Revitalization project. The City survey crew will be occupied with the School Street phase of the Central City project and with other City projects. Baumbach & Piazza performed the survey work for the design as a subcontractor to Freedman Tung & Bottomley. We recommend hiring them directly to improve coordination and reduce our cost. Their price for performing the construction staking is $55,800. Staff has reviewed the proposals from both firms and we feel their prices are reasonable. Staff is recommending the funding for these services come from the Public Works Engineering budget and from the contingency fund of the Central City Revitalization Improvement Project.
