AGENDA TITLE: Purchase of Microcomputers for the Public Works Department and the
Electric Utility Department (approx. $41,000)
MEETING DATE: March 5, 1997

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
purchase of sixteen (16) desktop computers for the engineering
divisions of the Public Works and Electric Utility departments from
Micron Electronics, Inc. of Nampa, Idaho.
BACKGROUND INFORMATION: The Public Works and Electric Utility departments have many old
desktop computers which are outdated and have exceeded their
useful life cycle. All of the computers being replaced are over five
years old. The average useful life cycle for a desktop computer is
three to four years. The information system consultant (Comsul) recommended 36 to 42 months for
personal computer replacements. The outdated computers cannot run any of the currently adopted
standardized software. The new computers will allow us to standardize versions of e-mail, word
processing and spreadsheet software within the respective divisions, which can increase staff's
productivity.
Among the computers purchased for the Public Works Department, one will be set up on the
Public Works counter to improve customer service. This computer will be used by staff to access
the City's various system maps and aerial photographs for the public.
In the past few years, Public Works Engineering Division staff has purchased individual desktop
computers from Micron Electronics, Inc. via purchase order. Staff has found that Micron's computer
systems are very reliable and provide high performance while being competitive in price. Also, by
buying from the same vendor, we can simplify the support for our computer systems. Based on these
reasons, staff is recommending a direct purchase from Micron Electronics, Inc. for our replacement
computer systems.
FUNDING: Public Works (10 units) - From the Engineering fiscal year 1995/96 carry over ($24,000)
Electric Utility (6 units) - Budgeted in the 1996/97 operating funds ($18,000)

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE PURCHASE OF SIXTEEN MICROCOMPUTERS
FOR THE PUBLIC WORKS DEPARTMENT AND THE
ELECTRIC UTILITY DEPARTMENT

WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with
bids for purchases of supplies, services or equipment when it is in the best
interests of the City to do so; and
WHEREAS, the Public Works and Electric Utility Departments have many
old and outdated desktop computers and have exceeded their useful life cycle;
and
WHEREAS, the average useful life cycle for a desktop computer is three
to four years; and
WHEREAS, the information system consultant, Comsul, has
recommended 36 to 42 months for personal computer replacements; and
WHEREAS, the outdated computers cannot run any of the currently
adopted standardized software; and
WHEREAS, the new computers will allow staff to standardize versions of

NOW, THEREFORE BE IT RESOLVED, that the City Council hereby
approves the sole source purchase of sixteen (16) microcomputers for the Public
Works Department and the Electric Utility Department from Micron Electronics,
Inc., of Nampa, Idaho, in the approximate amount of $41,000.00.
