AGENDA TITLE: Professional Services for Preparation of the Process Safety Management (PSM)
Program and Related Regulatory Compliance Documents for the White Slough
Water Pollution Control Facility ($11,000)

RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a
professional services agreement with BASE Associates in Sacramento,
for preparation of the Process Safety Management (PSM) Program and
related regulatory compliance documents.
BACKGROUND INFORMATION: The PSM Program is mandated by 29CFR 1910.119 of the Federal
Office of Safety and Health Administration (OSHA). White Slough's
bulk chlorine and sulfur dioxide tanks (10 tons each) are triggering
this requirement due to the toxic nature of these chemicals. In the
event of an accidental release, the PSM ensures that staff understands the hazards related to the
chemical and has had proper training to effectively deal with the particular hazard.
BASE Associates was the firm selected to prepare the Risk Management Prevention Program (RMPP)
which is currently being reviewed by the Office of Emergency Services. Staff is satisfied with the quality
of work done to prepare the RMPP and BASE Associates' preparation costs were well below the other
bids received. In order to expedite this project, staff is recommending the City use BASE Associates to
prepare the PSM. The contents of the professional services agreement have been reviewed by the
Risk Manager.
FUNDING: Budgeted Fund: Plant Maintenance Sewer Fund $ 15,000

Actual Cost: $11,000
