HomeMy WebLinkAboutAgenda Report - February 5, 1997 (57)AGENDA TITLE: Century Boulevard, Cherokee Lane to Stockton Street - Speed Limit, Truck Travel Restriction, and Pedestrian Crosswalk Study MEETING DATE: February 5, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council review the following study related to the speed limit, truck travel, and pedestrian crossings on Century Boulevard between Cherokee Lane and Stockton Street and take no action at this time. BACKGROUND INFORMATION: The following report has been prepared in response to traffic concerns on Century Boulevard between Cherokee Lane and Stockton Street as indicated in the attached petition received by City Council at the December 18 meeting (Exhibit A). The requests were: • Reduce the existing 40 miles per hour (mph) speed limit to 25 mph • Eliminate truck traffic • Install painted (marked) pedestrian crosswalks As indicated by the petition, numerous signatures have been collected requesting Council action on these issues. The following report includes background information, discussion, and staffs recommendations. A map of the area is shown as Exhibit B. Speed Limits - Background Information Posted speed limits are determined based on State of California Vehicle Code requirements and Department of Transportation (Caltrans) guidelines. The current Engineering and Traffic Survey on Century Boulevard, approved by City Council in April 1994, supports the existing posted speed limit of 40 miles per hour (Exhibit C). This survey reduced the "prima facie" speed limit on this segment from 55 to 40 mph. While the street crosses a residential area, the area does not meet the Vehicle Code definition of a residential district. The survey guidelines include a review of vehicle speeds, accident data, traffic volumes, and physical conditions of the roadway. Surveys must be reviewed every five years in order to be valid. Reducing the speed limit below the limit set by the survey would render the street unenforceable by the use of radar. Currently, all streets in the City are enforceable using radar. Speed Limits - Discussion Although the land use adjacent to Century Boulevard is residential, the roadway is designed and constructed as an arterial street. Streets of this classification are designed to carry large amounts of traffic at relatively high speeds. The street was designed for four lanes of traffic. Present traffic volumes are 1,500 vehicles per day (vpd) with projected volumes ranging from 3,500 vpd under the current General Plan to 9,000 vpd with additional growth and installation of a street crossing at the Southern Pacific Railroad tracks. The street classification, speed limit and land use on Century Boulevard is lower than residential portions of Ham Lane, Turner Road, and Lodi Avenue. Since arbitrarily reducing the speed limit would not allow the street to be enforced using radar, the only practical way to radar enforce a lower speed limit would be to resurvey the street, hoping the results would support a lower speed limit. However, based on the critical speeds of up to 44 mph recorded in the current APPROVED: H. The only other method to slightly lower speeds would be to narrow the traffic lanes. This could be done by installing striping for four lanes plus tum lanes and bicycle lanes. Another issue raised when the petition was submitted to Council at the December 18 meeting was at what point over the speed limit would Police Officers begin to issue citations. The point at which to cite above that tolerance is generally left up to the officer. They consider such factors as adverse weather, traffic flow, and the relationship of the posted limit to actual speeds of the majority of vehicles. Police Chief Hansen has indicated he will review this issue with the Police Officers. In staffs opinion, the mere presence of a police patrol unit is as important in speed enforcement as actually issuing citations. Speed Limits - Recommendation Staff feels the current conditions on Century Boulevard support the existing 40 mph speed limit and recommends that no engineering action be taken at this time. The speed limit will next be reviewed in 1999, when the five-year mandatory review comes due. At that time, traffic volumes created by new development may slightly lower vehicle speeds. Truck Travel - Back -ground Information Citywide truck route restrictions and designations were reviewed by Council in 1987, but there was public concern that this would create too much truck traffic on the designated routes and it was determined that the existing dispersion of trucks throughout the City was preferred. However, some spot restrictions have been approved. Trucks over two axles are currently restricted on Holly Drive, Almond Drive and the portion of Tokay Street between Stockton Street and Cherokee Lane primarily due to insufficient pavement thickness to handle repeated truck travel. The pavement thickness on Century Boulevard, an arterial street, is sufficient to carry truck traffic. Another restriction exists on Turner Road between Highway 99 and Lower Sacramento Road. This restriction, enacted to reduce the number of trucks using Turner Road to travel between Highway 99 and Interstate 5, prohibits trucks that are not delivering within the City limits of Lodi. (Even on those restricted streets, deliveries are allowed.) Truck Travel - Discussion Since truck travel is permitted on all streets, except those where roadway damage is likely to result due to insufficient pavement thickness, Century Boulevard would not be a candidate for a truck travel restriction given how it was designed. Also, considering the commercial businesses located along Stockton Street, it may not be reasonable to restrict truck travel on Century Boulevard, particularly due to its convenient access to Highway 99. Certainly, some would view truck restrictions as "anti -business". Staff believes part of the reason truck drivers on Stockton Street may prefer the use of Century Boulevard to access Highway 99 rather than Harney Lane, an arterial street located half a mile south, is due to increasing traffic volumes, uncontrolled traffic on Harney Lane at Stockton Street, and narrow lane widths. A traffic signal is scheduled to be installed at the intersection of Harney Lane and Stockton Street when the adjacent property is developed. Harney Lane will also be widened with these projects. The City has received a tentative map on this project and we expect the development, including the installation of the traffic signal, to be completed within the next two years. These improvements will encourage truck traffic to use Harney Lane. Staff also performed two one-hour truck counts on Century Boulevard between Cherokee Lane and Stockton Street. These counts included trucks with two axles or more and were compared against older counts performed at the same time of the day on similar arterial streets. The streets included were areas along Hutchins Street, Lodi Avenue, and Stockton Street. The results (Exhibit D) indicate there were an average of eleven more trucks per hour on the other arterial streets than on Century Boulevard. Truck Travel Recommendation Based on the street classification and designed use, staff recommends no action be taken to restrict truck travel on Century Boulevard. Pedestrian Crossings - Background Information Studies have been performed related to pedestrian safety when using marked versus unmarked crosswalks. These studies show that, although more pedestrians will choose to use marked crosswalks over unmarked crosswalks, there is a disproportionately high number of pedestrian accidents occurring in marked crosswalks. This is attributed to the false sense of security pedestrians perceive using marked crosswalks even though the painted lines provide no additional safety from approaching vehicles. The brightly painted lines of the crosswalks are also not as visible to vehicle drivers as pedestrians presume. This information indicates crosswalks should not be used as a safety device, but instead to guide pedestrians. There are currently no marked crosswalks installed within the segment of Century Boulevard between Cherokee Lane and Stockton Street. A review of reported accident records indicates there have been no pedestrian accidents occurring on this segment of Century Boulevard. Current policy is to install marked crosswalks at signalized and multi -way stop intersections and where there is high pedestrian activity, such as at schools, transportation and shopping centers and at other areas where guidance is appropriate. Elementary school students residing in this area are bused or driven to Live Oak School and are not required to cross Century Boulevard to get to designated bus stops. Pedestrian Crossings - Discussion It's a common misconception that installing crosswalks will increase pedestrian safety, particularly since in the past they were believed to improve safety and were installed indiscriminately. Furthermore, pedestrians were, and still are, instructed to walk in marked crosswalks whenever possible. Since current studies show marking crosswalks does not increase pedestrian safety and can actually increase their risk, crosswalks should be installed with discretion. The fact that there have been no pedestrian accidents occurring on Century Boulevard may reflect the current caution pedestrians are using. The California Vehicle Code states that crosswalks, whether marked or unmarked, exist at all street crossings and pedestrians receive the same rights under the law while using either. Pedestrian Crossings - Recommendations Since no unusual conditions were observed along this street segment, and studies do not support the use of marked crosswalks as a safety device, staff does not recommend the installation of marked pedestrian crosswalks within this segment of Century Boulevard. Staff will, however, continue to monitor the intersections within this street segment annually for any changes that may warrant further action. FUNDING: Not applicable. Jac L. These guidelines are outlined in Chapter 8 of the Caltrans Traffic Manual. • STUDY - Important factors to consider in determining the speed limit most appropriate to facilitate the orderly movement of traffic and which is reasonably safe are prevailing speeds, unexpected conditions to drivers, and accident records. Prevailing Speeds (85th Percentile Speeds)- Reasonable speed limits conform to the actual behavior of the majority of motorists and by measuring motorists' speeds, one will be able to select a speed limit which is both reasonable and effective. Speed limits should normally be established at the first five -mile -per -hour increment below the 85th percentile speed. However, in matching existing conditions with the traffic safety needs of the community, engineering judgment may indicate the need for a further reduction of five miles per hour. Four radar surveys were performed and the 85th percentile speeds ranged from 40 to 44. The results of these radar surveys are shown below. Century Boulevard Segment Eastbound Westbound Cherokee Lane to Stockton Street 40 - 43 mph 44 mph Unexpected Conditions - When roadside development results in traffic conflicts and unusual conditions that are not readily apparent to drivers, speed limits below the 85th percentile are warranted. The following factors were considered: roadway design speed, safe stopping sight distance, superelevation, shoulder conditions, profile condition, intersection spacing and offset, commercial driveway characteristics, and pedestrian traffic in the roadway without sidewalks. There were no unexpected conditions used to further reduce the speed limit. Accidents - Accident records for the most recent two years were considered in determining the speed limits. Accidents on segments of roadways are classified by their accident rate. Accident rates are determined by the number of accidents occurring within a segment of roadway and the traffic volume within that segment. Accident rates are shown in accidents per million vehicle miles (ACC/MVM). The accident rate on this segment of Century Boulevard is 0.0. The latest City-wide accident rate is 4.1 ACC/MVM. The accident rate for this segment is shown below. Century Boulevard Segment Accident Rate Cherokee Lane to Stockton Street 0.0 RECOMMENDATION - Because Century Boulevard west of Cherokee Lane was only recently extended to Stockton Street, this is the first Speed Zone Survey performed on this street segment. Per Section 22352(b) of the California Vehicle Code, the existing prima facie speed limit on this segment of Cherokee Lane is 55 mph because of the small amount of units fronting and having access to Century Boulevard. The recommended posted speed limit is based on the 85th percentile speeds observed in the field. It is not recommended to further reduce the speed limit due to unexpected conditions or accident records. At that time, the matter was tabled for your further activity. It was the committee's understanding that councilmen would be contacting business owners located on and nearby Stockton Street who might be affected by eliminating truck traffic on East Century Boulevard. We have had no word from you in the past 90 days. Don Soares has made telephone contact with Mr. Sieglock, Mr. Mann, and Mr. Land and been told by these gentlemen that they would "look into the matter." He has received no further communication from any council member. We are disappointed by and concerned with your lack of interest.
