HomeMy WebLinkAboutResolutions - No. 99-94RESOLUTION NO. 99-94 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS CHARGE (PBC) GRANT TO THE LODI BOYS & GIRLS CLUB WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, following the Electric Utility Department's review of the Lodi Boys & Girls Club, one specific energy conservation measure emerged: 1.) The Lodi Boys & Girls Club, a non-profit entity located at 275 East Poplar Street, is requesting a Public Benefits Program grant of $2,200. The grant will be utilized for the purchase and installation of one (1) new, energy efficient air conditioning unit. The unit, a 5 -ton TRANE 12 SEER (Seasonal Energy Efficient Ratio) commercial air conditioning system, will replace an existing unit which recently failed (attached please view the proposed equipment and materials bid chosen over several other bids by the Lodi Boys & Girls Club staff). This particular unit is extremely energy efficient, and considered to be of highest quality by industry standards. WHEREAS, the Lodi Boys & Girls Club is served on a G-2 electric rate, and consumes in excess of 110,000 kWh of electricity annually. The facility currently provides youth care throughout the day for approximately 200 young people, as well as a variety of social and educational activities; and WHEREAS, after reviewing the proposed project and conducting a site visit, the City of Lodi Electric Utility respectfully recommends approval of this grant as a qualifying component of the City of Lodi's Public Benefits Program; and WHEREAS, this funding request qualifies as a candidate under the Public Benefits Program, and is categorized as Demand-side Management assistance for the customer. The grant request is for a total of $2,200.00; and WHEREAS, the Electric Utility Department recommends that the City provide a PBC Grant - Demand -Side Management assistance of $2,200.00 toward the above upgrade and include the cost of the grant as part of the City's required PBC outlay. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Charge (PBC) Grant in the amount of $2,200.00 to Lodi Boys & Girls Club.
