A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO PROVIDE A
PUBLIC BENEFITS CHARGE (PBC) GRANT TO LODI
GRAPE FESTIVAL
WHEREAS, the State has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on a historical electric revenue requirement; and
WHEREAS, the requirement amount to approximately $1 M per year that must
be dedicated to qualifying programs such as energy efficiency. A further stipulation is
that these efforts must be done on the customer's side of the meter in order to qualify;
and
. . __ WHEREAS, following the Electric Utility Department's review of the Lodi Grape
Festival & Harvest Fair, located at 413 E. Lockeford Street, the following energy
conservation measures emerged:
1) The Lodi Grape Festival & Harvest Fair is embarking upon a multi -phase
energy efficiency improvement project. Phase One of their effort involves the removal
of all existing external or grounds lighting in the exhibit area, and replacing the lights,
fixtures and poles with state-of-the-art, energy efficient lighting. Specifically, the Lodi
Grape Festival & Harvest Fair is proposing to install:
fifty-four (54) 400 -watt metal halide light fixtures;
➢ fourteen (14) 25 foot metal poles with new concrete bases; and
➢ related materials (such as wire & conduit, an electrical lighting panel and circuit
breakers).
WHEREAS, in consultation with the City of Lodi Electric Utility, and its energy
services partner (Energy Masters International), the Lodi Grape Festival & Harvest Fair
has selected this particular project as its Phase One effort. It is anticipated that all
necessary trenching work and light fixture installation will be completed prior to the
annual Lodi Grape Festival event (held this year from September 16-19). The external
lighting retrofit will dramatically improve visibility in the exhibit area, not only for the
annual Lodi Grape Festival, but for the numerous other outdoor events and venues
held at the festival grounds as well; and
WHEREAS, other phases of the Lodi Grape Festival & Harvest Fair energy
efficiency improvement project will address heating and cooling needs of on-site
structures, as well as the indoor lighting needs at all buildings. These additional
phases will commence in either late 1999 or early 2000; and
WHERAS, the Lodi Grape Festival Energy Efficient Lighting Retrofit Project is
categorized as a demand-side management project (the other main components of the
Public Benefits Program are: renewables, assistance for low-income customers, and
research, design & development). The City of Lodi's Public Benefits Program is
comprised of four customer groups, including: 1) residential, 2) commercial/industrial,
3) municipal, and 4) community/non-profit. The aforementioned project is categorized
in the community/non-profit customer group.
The City of Lodi Electric Utility respectfully recommends approval of this Public
Benefits Grant of $45,000.00 as a qualifying component of the City of Lodi's Public
Benefits Program.
BE IT RESOLVED, that the Lodi City Council hereby authorizes the City
Manager to provide a Public Benefits Charge (PBC) Grant in the amount of $45,000.00
to Lodi Grape Festival & Harvest Fair.
