A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
MANAGER TO PROVIDE A PUBLIC BENEFITS CHARGE (PBC) GRANT TO
THE LODI COMMUNITY CENTER
WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, following the Electric Utility Department's review of the Lodi Community
Service Center, one specific energy conservation measure emerged:
1.) This Public Benefits Program grant would be utilized for the purchase and installation of
one, new energy efficient 72 cubic foot commercial freezer. The new freezer will replace five
existing freezers (each being approximately 10 cubic foot in size) which have reached their
useful life.
The Lodi Community Service Center, located at 415 S. Sacramento Street, provides a
variety of services for low income families in our community, including employment information,
tax and legal services, and language and residency assistance. In addition, the Lodi
Community Service Center provides clothing and food for families and individuals in need. The
new freezer will be utilized to store locally donated perishable food items, which are then given
to low-income families and individuals_ On average, the Lodi Community Service Center
provides some 75 bags of perishable and non-perishable food items each week in our City.
This funding request qualifies as a candidate under the Public Benefits Program, and is
categorized as assistance for Low -Income customers, and is identified as a community/non-
profit sector grant. The grant request is for a total of $3,920.00.
WHEREAS, the Electric Utility Department recommends that the City provide a PBC
Grant - Low Income Customer Assistance Project of $3,920.00 toward the above upgrade and
include the cost of the grant as part of the City's required PBC outlay.
BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to
provide a Public Benefits Charge (PBC) Grant in the amount of $3,920.00 to Lodi Community
Service Center.
