HomeMy WebLinkAboutResolutions - No. 99-66RESOLUTION NO. 99-66 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS CHARGE (PBC) GRANT TO THE SALVATION ARMY WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, following the Electric Utility Department's review of The Salvation Army, one specific energy conservation measure emerged: 1.) This Public Benefits Program grant would be utilized for the purchase and installation of a new, combination walk-in medium temperature cooler and a —10 degrees Fahrenheit temperature freezer for the Salvation Army facility on Lockeford Street. The entire unit is referred to as a 20' x 30' box. This new, high -efficiency walk-in freezer/cooler unit would replace the existing walk-in unit, as well as two other freezer units that have either reached their expected useful life, or have failed in recent months due to the age of the units. With the warm, summer season rapidly approaching, the Salvation Army is desirous of replacing the existing unit with a new, high efficiency unit in the ensuing weeks. In addition, the Salvation Army personnel has seen a steady increase in the demand for its goods and services, particularly in the area of providing both dry and perishable food items to eligible families in our community. At this time, the Salvation Army provides over 100 bags of groceries per day on Tuesday's, Wednesday's and Thursday's to families in the Lodi area. This funding request qualifies as a candidate under the Public Benefits Program, Low -Income Customer Assistance category. The grant request is for a total of $36,500.00. WHEREAS, the Electric Utility Department recommends that the City provide a PBC Grant - Low Income Customer Assistance Project of $36,500.00 toward the above upgrades and include the cost of the grant as part of the City's required PBC outlay. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Charge (PBC) Grant in the amount of $36,500.00 to The Salvation Army.
