HomeMy WebLinkAboutResolutions - No. 99-65RESOLUTION NO. 99-65 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS CHARGE (PBC) GRANT TO LODI ACADEMY WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, following the Electric Utility Department's review of Lodi Academy, two specific energy conservation measures emerged: 1.) This Public Benefits Program grant for a total of $31,500.00 would be partially utilized for the purchase and installation of two (2) new, high -efficiency 4 -ton HVAC (heating/cooling) units, and related installation materials. Currently, the heating and cooling needs for the Lodi Academy library are being served by two 35 -year old HVAC units, which have reached their expected useful life, and are now operating well below design efficiency standards. 2.) In addition, this grant request would be utilized for the purchase of some 160 drought tolerant, 15 -gallon shade trees, and related materials (tree stakes & ties, fertilizer tablets, irrigation pipes/sprinklers). Along with the trees, would be the purchase of nearly 500 drought resistant, 1 -gallon ground cover plants. The trees and plants, to be planted along a 3200 foot section of Lodi Academy property that fronts Cherokee Lane (between Poplar Street & Kettleman Lane), will be installed by Lodi Academy students, parents and faculty as part of a community service project. This particular project is unique in that the trees are identified as shade trees, which over their lifetime shade the sun's rays from reaching asphalt, concrete and/or metal. The shading and sun reflection provided by these trees and shrubs has been proven to significantly reduce what is commonly referred to as the 'urban heat island.' Another interesting component to this phase of the project is that students and faculty from Lodi Academy will have the opportunity to monitor the growth of these trees, as well as the positive effects the shade trees will have in reducing the aforementioned 'urban heat island.' WHEREAS, the Electric Utility Department recommends that the City provide a PBC grant of $31,500.00 toward the above upgrades and include the cost of the grant as part of the City's required PBC outlay. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Charge (PBC) Grant in the amount of $31,500.00 to Lodi Academy.
