AGENDA TITLE: Approve substitution of HOME Funds to replace CDBG funds for previously approved
Habitat for Humanity project

RECOMMENDED ACTION: Staff is recommending that the City Council approve the replacement of $20,000
of CDBG funds with $20,000 of HOME funds for a previously approved property
acquisition project by Habitat for Humanity.
BACKGROUND INFORMATION: Habitat for Humanity received a Community Development Block Grant
(CDBG) allocation from the City Council last year, Federal Fiscal Year
1996-97. This -allocation was intended for a property acquisition project at
1301 South Central Avenue. However, Habitat for Humanity is no longer
pursuing this property for the construction of a single-family dwelling. Habitat for Humanity is now planning to
purchase a residential lot located at 615 South Garfield Street. Staff is in agreement with and supports this
decision, but we would rather utilize HOME funds for the project instead of CDBG funds. HOME funds can be
used only on housing and housing related projects, while the $20,000 in CDBG funds, which will be supplanted,
can be reprogrammed to another eligible activity by the City Council.
Movement of the $20,000 is requested as follows:
